NOTE: ALL ORDINARILY RESIDENT APPLICANTS MUST HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS TO BE ELIGIBLE FOR CONSIDERATION.
Under current law, non-Serbian and American citizens, who are not/not Appointment Eligible Family Members, Eligible Family Members or U.S. citizen Members of Household (MOHs) officially recognized by the Ministry of Foreign Affairs, must possess a valid Serbian residence and work permits in compliance with host government laws and regulations prior to application. Copies of the permits must be sent with the application. The Embassy cannot sponsor applicants for either permit, except for U.S. citizen MOHs.  Laws regarding residency are subject to change at any time.

BASIC FUNCTION OF THE POSITION  
Under the direct supervision of the Cultural Affairs Officer (CAO) and general guidance of Public Affairs Officer (PAO) the Cultural Affairs Assistant (CAA) is responsible for planning and administration of the Book Translation Program and several educational and exchange programs at post. The incumbent surveys target audience needs and proposes appropriate titles for book translation to PAO and CAO, co-coordinating the program from the initial solicitation to the drafting of the final report. The incumbent identifies, develops and maintains productive working relationship with high-level officials in the Serbian publishing sector and coordinates the presence of U. S. publishing sector at the Book Fair. The incumbent is responsible for both short-term and long-term English language teaching programs including the English Language Fellows Program and the English language courses organized at various government and other institutions and identifies appropriate partners to collaborate with in all English language related programs like the English Language Teaching Association (ELTA), relevant officials of the Ministry of Education, university officials, and other stakeholders. CAA works with the Bureau for Educational and Cultural Affairs, U. S. grant organizations and local institutions on youth and leadership programs that provide Serbian youth and teachers with projects focused on civic education, leadership, conflict resolution and community activism. The incumbent also oversees an undergraduate academic exchange program.

QUALIFICATIONS REQUIRED
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
Education: A university degree in the liberal arts, education, social sciences, international Relations, American Studies/English or Business.
Prior Work Experience: Two to four years of progressively more responsible work experience in publishing, education, teaching, non governmental organization management or cultural management.
Knowledge:  Excellent knowledge of the State Department/Mission/PAO structure and guidelines re: book translation program, English language programs, academic exchange programs, and guidelines on issuing grant and cooperative agreements, basic consular procedure for issuing exchange visitors visa. Good working knowledge of the U. S. political, cultural and education systems. Sound knowledge of Serbian political, economic, social, NGO, and cultural institutions and media, with special emphasis on publishing and educational structures and institutions.
Skills and abilities:  Must have excellent planning and organizational skills and be detail oriented in order to organize and manage all activities related to programs falling under the incumbent's portfolio. Must be able to carry out assigned projects and to provide support to professional development programs. Must be able to maintain working level contacts in governmental, educational, and cultural institutions. Must have highly effective interpersonal skills to maintain contacts with a wide range of people. Ability to prioritize projects and work on several projects simultaneously. Sound analytical and writing skills.
Language proficiency:  S-4/R-4/W-4 (fluent) speaking/reading English is required. S-5/R-5/-W-5 (professional) speaking/reading/writing Serbian is required.
SELECTION PROCESS
When equally qualified, Appointment Eligible Family Members (AEFMs) and U.S. Veterans will be given preference.  Therefore, it is essential that the candidate address the required qualifications above in the application.  
Note: Candidates will be tested for writing and computer skills.
ADDITIONAL SELECTION CRITERIA  
•   Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
•   Current employees serving a probationary period are not eligible to apply.
•   Currently employed U.S. citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of that employment.
•   Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.
•   The candidate must be able to obtain Regional Security Office security certification for employment.

DEFINITIONS:
•   AEFM: A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all the following criteria:
•   U.S. citizen;
•   Spouse or dependant who is at least age 18;
•   Listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a U.S. Foreign Service post or establishment abroad with a USG agency that is under COM authority;
•   Is resident at the sponsoring employee's or uniform service member's post of assignment abroad, approved safehaven abroad, or alternate safehaven abroad; and
•   Does not receive a USG annuity or pension based on a career in the U.S. Civil, Foreign, or uniform services.
•   EFM: Family Members at least age 18 listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed to a U.S. Foreign Service post or establishment abroad with a USG agency that is under COM authority who do not meet the definition of AEFM above.


•   Member of Household (MOH):  A MOH is a person who: 1) Has accompanied but is not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign Service post or establishment aboard; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.
•   Ordinarily Resident (OR):  A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permit for employment in country.
•   Not-Ordinarily Resident (NOR):  Typically NORs are US citizen EFMs and EFMs of FS, GS and uniform service members who are eligible for employment under an American USG pay plan, on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
