i

Robert Reich: Trump's Bungling, Bitchy White House

Quote
He's the most inept, disorganized, sloppy, incompetent president in recent memory.

This article first appeared on RobertReich.org.

Donald Trump sold himself to voters as a successful businessman who knew how to get things done, a no-nonsense manager who'd whip government into shape.

But he's showing himself to be about the most inept, disorganized, sloppy, incompetent president in recent memory, one whose White House is nearly dysfunctional.

He allowed Michael Flynn to hang on until the last minute. In any halfway competent administration, Flynn would have been gone the moment it became clear he lied to the vice president about his contacts with Russia.

Sean Spicer is a joke, literally. His vituperative, vindictive press conferences are already rich food for late-night comedy. In a White House that had any idea what it means to be an effective press secretary, Spicer would be out the door.

The Muslim travel ban was totally bungled—unclear, haphazard, badly thought out. Trump complains that "his people didn't give him good advice," but the people most directly responsible for it—Stephen Bannon and Stephen Miller—have only gained more power in the White House.

Meanwhile, Trump's White House has sprung more leaks than any in memory. Aides are leaking news about other aides. They're leaking examples of Trump's incompetence and weirdness. They're leaking the contents of telephone calls to other heads of state in which Trump was unprepared, didn't know basic facts and berated foreign leaders.
Related: Robert Reich: The dangerous rise of Steve Bannon
Chief of Staff Reince Priebus seems to have no idea what is going on. A White House official complained to The Washington Post: "We have to get Reince to relax into the job and become more competent, because he's seeing shadows where there are no shadows." Trump's buddy Chris Ruddy described Priebus as being "in way over his head."

Infighting is wild. Rumors are swirling that Kellyanne Conway wants Priebus's job, that Stephen Miller is eyeing Spicer's job, that no one trusts anyone else.

The New York Times reports "chaotic and anxious days inside the White House's National Security Council." Council staff read Trump's tweets, and struggle to make policy to fit them. Most are kept in the dark about what Trump tells foreign leaders in his phone calls.

Trump himself is remarkably sloppy with sensitive national security information. For example, on Saturday night he discussed North Korea's latest missile launch on a mobile phone at his table in the middle of Mar-a-Lago's private club's dining area, within earshot of private club members. A guest at the club even posed with the military aide who carries "the football" (the briefcase containing instructions for authorizing a nuclear attack).

The U.S. intelligence community is so convinced that Trump and his administration have been compromised by Russia that they're no longer giving the White House all of their most sensitive information, lest it end up in Putin's hands.

A senior National Security Agency official says the agency is systematically holding back some of the "good stuff" from the White House, fearing Trump and his staff can't keep secrets. The intelligence community is concerned that even the Situation Room—the room in the West Wing where the president and his top staffers get intelligence briefings—has been compromised by Russia.

The White House mess is Trump's own fault. He's supposed to be in charge, but it turns out he's not a tough manager. He's not even a good manager. He seems not to have any interest in managing at all.

Instead of whipping government into shape, he's whipping it into a cauldron of dysfunction and intrigue.

Just like his promises to "drain the Washington swamp" and limit the influence of big money, get Wall Street out of policy making and turn government back to the people, Trump's promise of an efficient government is another giant bait-and-switch.

Robert Reich is the chancellor's professor of public policy at the University of California, Berkeley, and a senior fellow at the Blum Center for Developing Economies. He served as secretary of labor in the Clinton administration, and Time magazine named him one of the 10 most effective Cabinet secretaries of the 20th century. He has written 14 books, including the best-sellers Aftershock, The Work of Nations and Beyond Outrage and, most recently, Saving Capitalism. He is also a founding editor of The American Prospect magazine, chairman of Common Cause, a member of the American Academy of Arts and Sciences and co-creator of the award-winning documentary Inequality for All.

Paul Ryan's Obamacare Alternative Is Here, and It Doesn't Even Pretend to Care About Poor People

Quote

The Republicans' plan for repealing the Affordable Care Act would slash financial assistance to those who need it most.
At last, the Republican Party's long-promised sparkling alternative to the Affordable Care Act has arrived, and preliminary reports suggest that new proposal improves significantly upon existing law, providing cheaper, more affordable care to millions of Americans across the board and ensuring that... who are we kidding? It's a disingenuous, regressive, and cruel proposal that will make it even more difficult and more expensive to be poor in America.
House Speaker Paul Ryan's plan, which you can read here, makes two key changes to the Affordable Care Act's scheme. As succinctly explained by the New York Times' Margot Sanger-Katz, the ACA expanded Medicaid to provide coverage for more lower-income Americans, and created a tax credit based on income to make insurance more affordable for middle-income Americans. RyanCare, as the Republicans' proposal is now known in my household, absolutely guts these provisions, slashing Medicaid funding for "able-bodied adults" and introducing a tax credit based on age that recipients can use to pay for insurance.
Notice the difference? The purpose of the Affordable Care Act is to—surprise—make healthcare affordable to those who otherwise couldn't pay for it. RyanCare, by contrast, doesn't even pretend to give a shit what happens to poor people. When the proposal (misleadingly) grouses about the injustice of providing Medicaid coverage to "able-bodied adults," it pointedly ignores the fact that said adults had no coverage before the ACA. Similarly, tying benefits to age isn't inherently irrational, since older people tend to incur higher healthcare costs. But eliminating the means test callously ignores what I thought was one of the foundational tenets of life in a developed democracy, which is that poor people shouldn't die because they can't pay for healthcare. America, your legislature apparently does not feel the same way.
The Affordable Care Act was the federal government's long-overdue first shot at bringing the skyrocketing costs of medical care in line with millions of Americans' diminished ability to keep pace. Was it perfect? No, no it was not. Does that mean that the rational response is to shrug, pick up another Ayn Rand novel, and quit trying altogether? Only if you're Paul Ryan, whose concern for the plight of lower-income American stops the moment he takes office, after which, nope, he's never even heard of them, thanks for stopping by.
No word yet on whether Speaker Ryan plans to hold town halls during the upcoming congressional recess or, like so many of his Republican colleagues, will be busy doing very important things other than listening to his furious constituents. Between this proposal and his hilarious track record at these things, though, it will hardly be a surprise if he chickens out.

Art is not an adornment to society. It is not a luxury. It is the purpose of society. It becomes our legacy. It is also, however, our teacher; it helps us consider that which is around us and what we want to be. It makes demands on us that in turn lead us to place demands on ourselves and those with whom we live and work. And that is precisely why these programs have been targeted by Trump.

Trump has a problem: Americans increasingly think he's incompetent

Quote

Donald Trump has already set a record for being the most unpopular new president since the invention of telephone polling. But I don't think job approval is the poll number Trump should be most worried about.
If I were him, I'd be worrying about the question the Quinnipiac University poll was asking about my leadership skills.
In a new Quinnipiac survey, out on Wednesday, only 42% of voters said they think Trump is a good leader, and 55% said he's not.
Trump's big thing is supposed to be leadership — he's the business guy, he hires the best people, and he knows how to shake things up in Washington and make America great again. Right?
In November, shortly after the election, 56% of respondents told Quinnipiac they thought Trump was a good leader, and only 38% said he wasn't. That's not too shabby for a guy who didn't even get the most votes.
But as Trump started actually doing stuff — running a transition, hiring people, issuing half-baked executive orders, firing his national security adviser after less than a month — the share of Americans willing to call him a good leader has steadily declined.
From 56% in November, it went to 49% in January, 47% earlier this month — and now 42%, or about 4 points less than his share of the popular vote.
In polling, you often analyze a question by measuring the difference between the share of respondents that gives the positive answer and the share that gives the negative one. By this measure, Trump was at plus-18 on the "good leader" question in November, and now he's at minus-13, a decline of 31 points in three months.
His term lasts another 47 months.
(Quinnipiac surveyed 1,323 adults in English or Spanish from February 16 to 21, with a margin of error of plus or minus 2.7 percentage points.)
