"Za proširenje smeštajnih kapaciteta za migrante u Srbiji biće iskorišćeno 3,2 miliona evra. Tačni modaliteti i lokacija zavisiće od situacije na terenu i Vladine ažurirane procene potreba", rečeno je EurAktivu u Delegaciji.

Prema ranijoj izjavi predstavnika Delegacije, u Srbiji nije planirana izgradnja velikog prihvatnog centra o čemu se u javnosti dosta spekulisalo, a i premijer Srbije Aleksandar Vučić 7. septembra je, prema pisanju Blica, na sastanku s nemačkom kancelarkom Angelom Merkel rekao da bi se mogli izgraditi montažni centri na granici sa Makedonijom, jugu Srbije, a možda i u Beogradu.

U pripremi je i plan vredan osam miliona evra za ,,upravljanje migracijama uz vođenje računa o zaštiti" ljudskih prava na Zapadnom Balkanu i Turskoj, a glavni korisnici biće Srbija i Makedonija, pri čemu će glavne oblasti biti identifikacija i povraćaj migranata.

U Delegaciji ističu da sadašnja pomoć za suočavanje sa migrantskom krizom deo šire pomoći EU koja je od 2001. Srbiji za granice i migracije pomogla sa 80 miliona evra, između ostalog za izgradnju i renoviranje graničnih prelaza, opremu i IT infrastrukturu za bolje upravljanje granicama, nadogradnju i proširenje kapaciteta za azil, kao i pomoć za unapređenje efikasnosti sistema azila.

Srbija je, kako se ističe, dobila pomoć za sadašnju izbegličku krizu u roku od dve sedmice od zahteva, a prvi paket od 150.000 evra pruža Direktorat EU za humanitarnu pomoć i civilnu zaštitu preko Crvenog krsta.

"Ovim se pruža najneophodnija pomoć izbeglicama, migrantima i tražiocima azila u naredna tri meseca u Preševu, Bujanovcu, Subotici, Kanjiži, Zaječaru, Negotinu i Pirotu", navodi se.

Dodaje se da je 26. septembra Evropska komisija odobrila dodatnih 1,5 miliona evra za hitnu pomoć izbeglicama i migrantima koji dolaze u Srbiju i Makedoniju, pre svega u pogeldu pijaće vode, higijene, zdravstvene zaštite, opremanja za zimu i osnovnu zaštitu najugroženijih poput porodica s malom decom i maloletnika bez pratnje.

Pomoć od 4 miliona evra namenjena je za jačanje granice imajući u vidu da je Srbija kandidat za EU, a zemlje na spoljnim granicama imaju osetne troškove za kontrolu granica, pre svega zbog migratornih pritisaka, navode u Delegaciji.

Na pitanje koliko kontrola granice može da pomogne u sadašnjoj situaciji, gde je uglavnom reč o izbeglicama koje beže od rata i sukoba i imaju pravo da zatraže azil, u Delegaciji odgovaraju da pogranične kontrole imaju ulogu.

"Aktivnosti u graničnim područjima trebalo bi s jedne strane da doprinesu borbi protiv lanaca krijumčara koji su se razvili u ovoj novoj krizi, a sa druge strane da podrže registrovanje i, posledično, razdvajanje onih koji beže od rata i progona i onih koji bi se mogli nazvati ekonomskim migrantima", navodi se u odgovoru.

Tvining projekat u vrednosti od jedan milion evra za izradu novog Zakona o azilu namenjen je da Srbiji pruži najbolju ekspertsku podršku za usvajanje i primenu standarda EU, i deo je pregovaračkog procesa, a azil se obrađuje u okviru poglavlja 24.

Sistem azila EU je podložan promeni i sigurno će i pretrperi promene kao odraz talasa migracija sa Bliskog istoka i iz Afrike, navode u Delegaciji, uz napomenu da će predsednik Evropske komisije o tome govoriti i u prvom govoru o stanju u EU u Evropskom parlamentu 9. septembra.

Dobro, valjda je bilo očekivano da se sagrade kapaciteti za privremeni smeštaj ljudi, uzevši u obzir da stiže hladno vreme i da nije baš ljudski da narod provodi noći po mokrom i ledenom. Ne treba očekivati da će priliv migranata uskoro presahnuti a čak i da su svega dan ili dva u Srbiji, ne treba da spavaju ni na zemlji ni po ulazima zgrada.

Vulin: Nećemo graditi prihvatni centar za migrante


U Srbiji se neće graditi centar "ni za 400.000, ni za 4.000 migranata" jer to nije politika zemlje, izjavio je danas ministar za rad, zapošljavanje, boračka i socijalna pitanja Aleksandar Vulin.
Komentarišući pojedine navode da EU razmišlja da se u Srbiji izgradi prihvatni centar za 400.000 migranata, Vulin je rekao da to niko nije tražio, a i da jeste, Srbija to nikad ne bi prihvatila. Vulin je istakao da Srbija nije prihvatni centar za migrante i da svako ko želi da uđe ili izađe iz naše zemlje, može to da uradi u skladu sa zakonom.

Dodao bih da je valjda bilo očekivano da sve što Vulin kaže bude suprotno od onog što Vulin posle uradi, pošto je do sada bilo tako.

Regardless, ja se nadam da smo svi svesni da Srbija već ima nekoliko "prihvatnih centara za migrante" odnosno, kako se oni zovu, centara za azil i prihvatilišta za strance, da oni postoje već godinama, da rade u skladu sa našom zakonskom regulativom i prihvaćenim međunarodnim konvencijama i da su im kapaciteti nedovoljni za sve koji u Srbiji traže azil, iako ih zapravo od svih koji prođu, jako malo traži azil. Jedan je u Bogovađi, drugi u Banji Koviljači, treći u Padinskoj skeli. Dakle, mi već imamo ove ustanove i  ne bi trebalo preterano da se štrecamo što bi trebalo da se sagradi još po neka.

Negde ih tuku, na drugim mestima im daju pomoć. Negde ih dočekuju bodljikave žice, a negde raširene ruke dobrodošlice. Na nekim mestima plaču od udaraca pendreka, a na drugima puštaju suze radosnice. Sve ovo se dešava u Evropi, a migranti koji u hiljadama pristižu svaki dan suočavaju se s ovakvim situacijama na dnevnom nivou.

Novinarka BBC-ja Manvina Rana juče kod Preševa snimila dirljiv postupak srpskog policajca koji je poljupcima dočekao sirijsku decu.

Mnogo smo mi fini prema izbeglicama, ali da je Evropa bila otvorena za srpsku radnu snagu onda bi i Srbi razmišljali drugačije o nadolazećoj konkurenciji. Puštamo ove da okušaju svoju šansu zato što za nas šanse nema na evropskom tržištu rada.

Kad ima mnogo slobodne radne snage onda cena rada pada u svim granama. A pritom ima i Srba koji bi rado fizikalisali (za odgovarajuću platu), samo što takve ne puštaju u Evropu, kad već imaju Poljake, Bugare i Rumune.

"Mora da nas zabrine mogućnost povratka izbeglica"

Mora da zabrine to da će se mađarskim zakonima stvoriti uslovi da izbeglice budu vraćene u zemlju iz koje su ušli u EU, odnosno Srbiju, kaže Aleksandar Nikolić.

Državni sekretar MUP Srbije je u intervjuu za "Danas" podsetio da je u par navrata govorio da suviše veliki broj osoba iz ratom zahvaćenih zemalja može da predstavlja pretnju za bezbednost Srbije, "naročito ako među njima ima bezbednosno interesantnih lica".

Mađarski parlament sredinom septembra treba da usvoji amandmane na Zakon o azilantima i potpuno legalizuje zakonski okvir za vraćanje migranata u Srbiju.

"Svakako sam ubeđen da stručne i profesionalne bezbednosne službe i agencije Republike Srbije vode računa o ovim činjenicama i da je naša zemlja zaštićena. Ali, nisam siguran da smo spremni za vraćanje migranata sa mađarske granice i iz Mađarske", upozorio je on.

Prema njegovim rečima, Srbija, bez saradnje sa EU i obostrano korektnog odnosa teško da je u mogućnosti da se nosi sa tim izazovom na human i ujedno nacionalno odgovoran način.

"Napominjem da se radi o jako velikim brojkama koje dovode do definicije da se radi o pravim seobama naroda. Ukoliko se ozbiljno ne organizujemo i ne donesemo plan u okviru kojeg bi delovali u vanrednim situacijama, možemo biti u velikom problemu", ističe Nikolić.

On dodaje da će još stotine hiljada ljudi stići će do naše granice i teritorije, i da taj proces svakako ostavlja trag i na Srbiji i njenim građanima.

Rival migrant demos in divided Europe, as Munich buckles under strain

Tens of thousands of Europeans hit the streets Saturday in both support and opposition to incoming refugees, as overwhelmed authorities in the German city of Munich pleaded for help in accommodating a fresh wave of arrivals.

With Germany seen as the promised land by many of those seeking safe haven in Europe, more than 9,000 migrants poured into the Bavarian capital on Saturday alone.

More were expected to arrive overnight, prompting local officials to warn the southern city was being stretched to the limit and would struggle to find beds for all the newcomers.

As the continent scrambles to respond to the biggest movement of people since World War II, sharp divisions have emerged between the European Union's 28 member states, at both a government level and on the streets.

In London, tens of thousands marched through the capital waving placards saying "Refugee lives matter" and "No human being is illegal".

Britain's newly elected Labour party leader and veteran socialist Jeremy Corbyn drew huge cheers when he addressed the crowd from the back of a truck.

"Open your hearts and open your minds," the opposition chief said, "towards supporting people who are desperate, who need somewhere safe to live, want to contribute to our society, and are human beings just like all of us."

In Copenhagen, 30,000 people turned out to express solidarity with asylum seekers, while similar rallies drew thousands onto the streets in Madrid and Hamburg.

"I want to support the refugees," said Deborah Flatley at the London demo, holding up a homemade sign reading: "We admire your bravery. You deserve a safe and happy life. We welcome you here with open arms".

A boy dressed as Paddington Bear -- the marmalade-loving migrant who arrived at London's Paddington Station from "deepest, darkest Peru" in Michael Bond's famous books -- clutched a sign saying: "Paddington Bear Was A Refugee".

In Berlin, demonstrators waved a Syrian flag with "Refugees Welcome" written on it, while rallies in Stockholm, Helsinki and Lisbon each attracted around 1,000 people.

- 'Go home' -

But at the same time, thousands took to the streets in eastern Europe to voice their opposition to the influx, their numbers dwarfing those attending a handful of pro-migrant rallies.

"Islam will be the death of Europe" chanted protesters at a rally in Warsaw which was attended by nearly 5,000 people and began with prayers identifying many marchers as Roman Catholics.

Hundreds also demonstrated in Prague and in the Slovak capital Bratislava, some holding banners reading: "You're not welcome here so go home".

The International Organization for Migration said Friday that more than 430,000 people have crossed the Mediterranean to Europe this year, with 2,748 dying en route or going missing.

The emergency has exposed deep rifts with the EU, with "frontline" states Italy, Greece and Hungary buckling under the strain and European Commission proposals for sharing 160,000 of the new arrivals in a quota scheme facing resistance from eastern members.

- Munich overwhelmed -

Germany has so far taken the lion's share, admitting 450,000 people this year, with Chancellor Angela Merkel's decision to relax asylum rules for Syrians drawing praise from the refugees, but also sharp criticism from domestic allies and counterparts abroad.

In Munich -- where the number of people, many of them Syrian refugees, expected to arrive from Vienna by the end of Saturday alone was set to hit an estimated 13,000 -- regional officials sounded the alarm and urged other German states to do their bit.

"We no longer know what to do with refugees," mayor Dieter Reiter said, amid fears many of the new arrivals would have to spend the night outdoors.

"Munich and Bavaria can't overcome this great challenge alone," a spokeswoman for the Bavarian authorities added.

- 'Living in a dream world' -

Hungary meanwhile was working around the clock to finish a controversial anti-migrant fence along its southern border with Serbia.

Hungary has seen some 180,000 people entering illegally this year and has passed a raft of tough new laws that will take effect on Tuesday, meaning anyone crossing the border illegally can be deported or even jailed.

"These migrants are not coming our way from war zones but from camps in Syria's neighbours... So these people are not fleeing danger and don't need to be scared for their lives," hardline Hungarian Prime Minister Viktor Orban told Germany's Bild daily.

He said that Merkel's decision to relax asylum laws had caused "chaos" and accused European leaders of "living in a dream world".

The idea that quotas would work is an "illusion," he said. "The influx is endless: from Pakistan, Bangladesh, Mali, Ethiopia, Nigeria. If they are all going to come here, then Europe is going to go under."

Nemci uveli kontrolu granice, suspendovan Šengen

Nemačka je donela odluku da počne sa kontrolom granice sa Austrijom, zaustavi železnički saobraćaj iz te zemlje i privremeno suspenduje sporazum iz Šengena.

Provere pasoša su ukinute za države unutar Šengenske zone, ali očekuje se da će odluku o ponovnom uvođenju kontrola na granici objaviti ministar unutrašnjih poslova Tomas de Mezijer na konferenciji za novinare večeras, javilo je nekoliko nemačkih medija, preneo je AFP.

Nemački mediji su izvestili da Nemačka namerava da ponovo uspostavi kontrole na svojoj granici sa Austrijom, u trenutku kada se suočava sa rekordnim prilivom izbeglica.

Na stotine nemačkih policajaca mobilisano je da bi sprovodili kontrolu granice, saopštio je portparol nemačke federalne policije.

"Mobilišemo na stotine policajaca", rekao je agenciji AFP portparol posle objave Berlina da Nemačka uvodi privremeno kontrole na granici.

Ministar unutrašnjih poslova Nemačke Tomas de Mezijer je ranije rekao da ova odluka odmah stupa na snagu.

Potez Nemačke u suprotnosti je sa principima Šengenske zone, koja dopušta slobodu kretanja između mnogih evropskih država.

Ipak, ovaj sporazum dozvoljava privremenu suspenziju.

Osim toga, Berlin više neće dozvoljavati izbeglicama da izaberu koja evropska država će ih primiti, istakao je Mazijer.

Tražioci azila moraju da shvate da "ne mogu da biraju države u kojima traže zaštitu", naveo je on.

Prema pravilima EU, prva zemlja ulaska obavezna je da rešava zahtev tražioca azila, ali je Nemačka ranije u praksi odbacivala ovo pravilo u slučaju izbeglica iz Sirije, preneo je AFP.

Železnički saobraćaj između Nemačke i Austrije suspendovan je već 12 sati.

Iz nemačke železničke službe je saopšteno da će železnički saobraćaj sa Austrijom biti obustavljen do 5 sati ujutro u ponedeljak.

Direktor nemačke železničke kompanije rekao je svom austrijskom kolegi da Nemačka obustavlja železnički saobraćaj iz Austrije.

U intervjuu za "Tagešspigel", ministar ekonomije Zigmar Gabrijel je kazao da Nemačka sada dostiže svoj limit, pošto hiljade izbeglica i dalje svakodnevno prelazi njene granice, ističući da "izostanak evropske akcije u izbegličkoj krizi, sada gura Nemačku do granica njene izdržljivosti".

Ministar saobraćaja Aleksander Dobrint oštro je kritikovao "potpuni neuspeh" EU u zaštiti svojih spoljnih granica i pozvao na primenu mera za zaustavljanje rekordnog priliva izbeglica sa Bliskog istoka.

Predsednik EK Žan-Klod Junker izrazio je zabrinutost za budućnost evropskog sistema otvorenih granica u razgovoru sa nemačkom kancelarkom Angelom Merkel.

Samo tokom jučerašnjeg dana je u Minhen, prestonicu pokrajine Bavarske na jugu zemlje u koju izbeglice prvo stižu, došlo 12.200 izbeglica.

Lokalna policija je saopštila da je taj grad gotovo potpuno iscrpeo svoje kapacitete za prihvat izbeglica koje masovno stižu u Nemačku.

Od početka godine, u Nemačku je stiglo 450.000 izbeglica.

"Srbija neće primati izbeglice iz Mađarske, makar morali da rasporedimo i vojsku na granici". To je u Subotici izjavio državni sekretar u Ministarstvu rada, zapošljavanja, boračkih i socijalnih pitanja Nenad Ivanišević, a njegovo mišljenje podelio je nešto kasnije i ministar Aleksandar Vulin.

On je tom prilikom rekao novinarima da to što se dešavalo na Horgošu 2 je brutalno kršenje pozicije mađarske vlade koju je ona formulisala koliko juče.

"Još juče su govorili da će zatvoriti granicu za ilegane prelaske, ali ne i za one koji žele da izraze nameru za azilom. Ali kao što vodite od toga nema ništa. Ovo je direktno kršenje reči mađarske vlade", rekao je Vulin.

On je dodao da srpska policija nije zvanično obaveštena ni da će Horgoš 2 biti zatvoren, osim što je imala takva saznanja.

Brisel: Hrvatska da ne otvori koridor za izbeglice

Brisel se protivi ideju Hrvatske da otvori koridor i omogući izbeglicama da idu dalje u druge države Evropske unije.

U Briselu smatraju da bi "takvo postupanje značilo kršenje zakona EU i obaveza država članica".

U Briselu smatraju da, prema postojećim zakonima, odgovornost za registraciju, zbrinjavanje i razmatranje zahteva za azil ima država EU u koju su prvo ušli.

Prema istim izvorima u EU, Hrvatska je u ovom slučaju dužna da zbrine sve koji uđu na njenu teritoriju, registruje ih i razmotri zahteve za azil.

Ukoliko te osobe ne žele da podnesu zahtev za azil ili ne žele da se registruju, u EU kažu da bi Hrvatska u tom slučaju te osobe mogla da vrati u njihove države ako sa takvima postoje sporazumi o readmisiji ili u treću državu iz koje su ušli ako je ta država sigurna. U ovom slucaju u Srbiju.

Srbija je na spisku Evropske komisije sigurna država porekla. U Briselu kažu da EU sa Srbijom ima sporazum o readmisiji koji obuhvata i državljane Srbije, ali i državljane trećih zemalja koje u EU dolaze preko Srbije.

Syrian refugees see European dream evaporate in new home

CHEMNITZ, Germany (AP) — It was pitch-dark by the time the Syrian refugee family arrived in the eastern German town that was to be their new home. As they prepared to get off the train, a drunken skinhead stumbled past with a glare that made 11-year-old Raghad huddle closer to her mom.
The five members of the Habashieh family took a taxi to the asylum center assigned to them by a computer in Berlin. It was a former army barracks used by the Soviets and by the Nazis before them, surrounded by towering fences topped with barbed wire.
That's when Raghad lost it and began to cry. "I'm scared, I hate this," she burst out, staring at the forbidding gates.
For the Habashiehs — mother Khawla Kareem, 19-year-old daughter Reem, sons Mohammed, 17, and Yaman, 15, and little Raghad — it was the end of a draining day, the latest in a string of draining days in a terrifying journey to a new life. It has taken them from bombed-out Damascus; over the choppy Mediterranean on a rubber dinghy; across the Balkans at the mercy of human traffickers; and finally through Austria by minibus and into the promised land of Germany.
Beyond the gates, young migrant men lined up in the gloom, dimly illuminated by floodlights, waiting to get plastic bags stuffed with rolls and wrapped cheese, a late dinner. A police officer with a gun in his belt stood nearby, surveying the scene.
The sinister barracks, in a depressed part of Germany that's a far cry from the vibrancy of Berlin, gave the Habashiehs their first inkling that the land of dreams may not be all that they had hoped for.

The latest leg of the Habashiehs' odyssey began in the afternoon in the German capital. Having received their papers — stamped with passport photos — a new address and train tickets, they boarded a red double-decker train Wednesday that wound its way south to Chemnitz, through endless pine tree forests, past green lawns and countless wind turbines with red lights blinking into the gathering gloom.
Inside the train, the Habashiehs sat together in a compartment with their three huge black suitcases, plastic bags stuffed with shoes, winter coats and toys, as well as two umbrellas — all the new belongings they have amassed since arrival in Germany.
After two weeks in Berlin, the family was being uprooted again and heading back into the unknown. Unlike Berlin, with its immigrant neighborhoods, dozens of mosques and Arabic and Turkish stores dotted over the city, Chemnitz — known as Karl-Marx-Stadt during Communist times — has only three mosques and fewer than 500 Syrians among the city's 14,000 foreign inhabitants.
The family wondered what it was getting into.
"I heard from people that the place where we are going to in eastern Germany is not good," Khawla Kareem said, "and the people there do not accept foreigners."
Wearing a black headscarf adorned with yellow flower patterns, the elementary school teacher said she was having second thoughts about whether it was the right decision to flee with her children to Germany. Her husband died three years ago, so it's up to her to make all the decisions. Deep down, she knows that the ongoing war back home in Syria made life too dangerous there.
As unfamiliar landscapes sped by, Raghad practiced some of the German words she has picked up so far. Her mother mumbled a Muslim phrase at sunset, breaking fast with orange juice and some cold left-over French fries. The Muslim holiday of Eid al-Adha was one week away, and Khawla Kareem was fasting from dawn until dusk as some believers do in the ten days before the feast.
In the past, before Syria was ravaged by a brutal civil war, the family would sometimes slaughter a sheep for the holiday, according to tradition, but this year they probably won't be celebrating. After all, they don't even know where they will be sleeping a week from now.
When she found out her family had to leave Berlin for eastern Germany, Khawla Kareem was so worried that she considered tearing apart their papers and filing a new asylum application, in hopes of getting relocated to a better place.
"But then I was telling myself that I don't want to do anything illegal, that this is our fate, that we will persevere until residence will be granted," she said. "And then I can pick the best place for my children also for schools and to go to universities."
While the majority of Germans have been giving the recent floods of refugees a warm welcome, a vocal minority has been staging violent protests in front of asylum homes, especially in eastern Germany. Earlier this year, Saxony's capital of Dresden for months saw weekly rallies by tens of thousands of people protesting the perceived Islamization of the West.
Overall, Germany expects as many as a million refugees by the end of this year, with hundreds of thousands coming from Syria, Afghanistan and Iraq.
While several other European countries have been trying to seal off their borders to keep out the migrants, Germany has surprised the world with its welcoming attitude toward refugees. However, the sheer volume of people — with thousands crossing the southern border into Germany every day — has cities and communities on the edge and struggling to find accommodation for the newcomers. In September alone, Germany expects more than 100,000 asylum-seekers.

Another grim surprise awaited the exhausted Habashieh family at the asylum center.
When Khawla Kareem handed their papers to a guard, he ushered them into the compound through a revolving door. There, another guard told them through gestures that the center was full, and they had to be relocated again. None of the officials spoke much English or Arabic, so they couldn't find out where they were being sent.
The family sat on the lawn in front of two white tents with all of their belongings, until six in the morning. Finally, a bus picked them up and drove them about an hour away, to a cavernous hall filled with hundreds of asylum seekers.
Inside, black cots had been set up behind white sheets, a hopeless effort to grant some privacy.
Nobody told them where in Germany they were. It was only with the help of the GPS on her smartphone that Reem, the oldest daughter, finally found out they were somewhere on the outskirts of Dresden.
They still don't know how long they will have to stay there.
"We have no idea what will happen next," Reem said. "It's a nightmare."

Serbian Minister Says Belgrade Could Sue Croatia for Border Closure

A Serbian cabinet minister has warned that his government could take neighbouring Croatia to the international courts over Zagreb's decision to effectively shut down the Croatian border with Serbia, Croatian state news agency HINA reports.

Aleksandar Vulin, Serbia's minister for social affairs urged Croatia to reverse plans to stop traffic between the two countries in trying to reduce the flow of refugees and migrants into the EU, adding that Belgrade could seek legal action.

The crossing of refugees through EU-member Croatia increased heavily this week after Hungary, also an EU-member and part of the Schengen Area that allows free movement between signatory countries, closed its border with Serbia. The move practically closed the so-called Western Balkan route that thousands of refugees take to Northern Europe. The route passes through Serbia and enters the Schengen zone through Serbia's northern neighbour Hungary.

Croatian Prime Minister Zoran Milanović defended his country's decision to introduce new measures in managing its borders, saying that it will begin implementing a new "plan B" in handling migrants due to the heightened traffic as a result of Hungary's decision. A razor wire fence, similar to the one built along Hungary's border with Serbia will now be constructed on Croatia's border with its southern neighbour.

Croatia's Ministry of Health reported that by 9 a.m. on Friday over 14,000 migrants had crossed into the country.

After Hungary announced a significant tightening on border security, many refugees are finding themselves stranded, unable to use Hungary as a pass-through on their way to Germany. Hungary has erected a fence along its Serbian border and a police force is blocking the Croatian border.
Despite Hungary's warnings, refugees have continued to show up at the Hungarian border, hoping for sympathy. Hungarian police have reportedly responded with force, employing tear gas and wielding batons.
Hungary's Prime Minister Viktor Orban has defended his country's policy, saying, "If someone claims to be a refugee, he will be asked if he filed an asylum request in Serbia. And if he did not file it, since Serbia is a safe country, it will be rejected."
Refugees are turning to Croatia instead, hoping to pass from Serbia through Croatia and then on to Slovenia. But this has become problematic as well.
In the past three days, over 20,000 refugees have entered Croatia and found themselves unable to go any further, between Hungary's border fence and Slovenian police forcefully turning back those that try to cross that border.

The situation is so dire that some refugees are considering turning around, asking for directions back to Serbia. 
Croatia, too, closed seven of its official border crossings with Serbia on Friday, claiming the country of 4.5 million was "absolutely full."
"Don't come here anymore," Croatia's Interior Minister Ranko Ostojic said. "Stay in refugee centers in Serbia and Macedonia and Greece. This is not the road to Europe. Buses can't take you there. It's a lie."
Croatia will allow the refugees already in the country to stay, at least for now, and many refugees are continuing to enter Croatia through the cornfields, reported Al Jazeera.
And there do appear to be small loopholes along the Hungarian and Slovenian borders.
BBC's Piers Scholfield reports that refugees coming from Croatia by bus are being ushered into Beremend, Hungary without problem. Nine buses were reportedly allowed to cross the border earlier today, even as officials accuse refugees of illegal border breaching between the two countries.
"Rather than respecting the laws in place in the EU, they (Croatia), are encouraging the masses to break the law, because illegally crossing a border is breaking the law," said Hungarian foreign minister Peter Szijjarto Friday.
That would be true for ordinary migrants, but refugees are granted special freedoms under international law, as the Christian Science Monitor's Lonnie Shekhtman reported earlier this month: "International law outlines the rights of refugees, legally defined as people facing persecution or other mortal danger at home. These include a right not to be sent back to harm, the right not to be punished for illegally entering countries that have signed the treaty, the right to work, and the right to education."
Despite suspending rail traffic from Croatia, Slovenia processed over 1,000 refugees on Friday, while hundreds of refugees remained in limbo at the Slovenia-Croatia border.
Other refugees have attempted to reach safety through longer routes, such as flying to Russia and entering Norway, as reported by the Monitor earlier this month. But this is often too long and perilous for families with young children, who continue to try their luck through the Balkans.
Overwhelmed by the torrent of desperate people, the Balkans are blocking asylum seekers when in fact, allowing refugees to pass through to the more stable, better equipped northern European nations could be better for both the refugees and the Balkan states.
As the New York Times's Dan Bilefsky writes, "The migrants have become a sloshing tide of humanity, left to flow wherever the region's conflicting and constantly changing border controls channel them."
