Naseli ih ovde, gde god (pusta sela, prazne kuće itd)

As children die reaching for Europe's shores, empathy fades

QuotePARIS (AP) — Five months ago, a 3-year-old Syrian boy's corpse on a Turkish beach galvanized public action for refugees. Now, strikingly similar images are generating little more than a collective shrug.

It's partly about timing, circumstance and the exceptional power of last September's photos of Aylan Kurdi.
But it's also because sensitivities are growing dull. Boats arrive on Europe's shores daily, or sink on the way — like the one that capsized off Turkey's coast on Saturday, killing at least 37 people including babies and other young children.
Images from the latest tragedy, including the bodies of children, failed to generate the same level of shock.
Fears — that refugees will stage extremist attacks or molest women — threaten to displace compassion. And Europe has yet to find the magic solution to its migrant dilemma.
"The public seems to be kind of immunized. They don't want to see it anymore," said Melissa Fleming, spokeswoman for the U.N. High Commissioner for Refugees.
Some are rebelling against the numbness. Greek soccer players held a sit-in solidarity protest after the latest refugee drownings. Artist Ai Weiwei, wanting kinder migrant policies, re-enacted Aylan's death.
The photos of Aylan weren't the first or last to document the fatal risk that families take to flee Syria's war for something better in Europe. But his lifeless, tidily-dressed body — first face-down on the sand, later in the arms of a police officer — captured the collective imagination like no other.
In an era when images are ubiquitous and fleeting, it stood out.
Unusually, he was quickly identified and found to have relatives in Canada, which helped his story go global.
"People react very strongly to individual stories," Fleming said. "It was a single boy on the beach, looking like my son, my little brother, in a sleeping position."

The image became shorthand for the refugee crisis and government inaction. It triggered soul-searching on a global and personal level, and volunteers from Britain to Greece showed up to feed and shelter new arrivals.
On a policy level, its impact was mixed. It prompted an initial groundswell of pressure on leaders to act, but the European Union's 28 states remain divided over how many refugees to take in, and how generously.
Since then, two Islamic extremists mixed in with refugees and joined European-born radicals staging deadly attacks in Paris. A string of robberies and sexual assaults in the German city of Cologne are blamed largely on migrants. European far-right parties have capitalized on the refugee wave.
Then another ship capsized off Turkey's coast on Saturday en route to Greece. Babies and other young children were among the 37 dead.
The response has been more muted, though the horrors were not.

As the boat struck rocks, migrants wailed, witness Gulcan Durdu told The Associated Press.
"I will never stop hearing those cries," Durdu said Sunday, a day after the disaster. "They died screaming."
Images of children victims encapsulated the drama. In one, a boy about Aylan's age is lying on a rocky shore, a pacifier attached to his clothing with a plastic chain, a hat with a pompon on his small head. In another, a Turkish policeman readies an older boy for a body bag.
But for many viewers, the moment of awakening had already passed.
The new images saw marginal coverage in France, Germany, the Nordic countries and Poland. They drew little attention in Italy — but the country has no shortage of its own heartbreaking scenes on its shores and at sea.
Countries in the Balkans, closer to the source of the new arrivals, paid more heed.
In Greece, the sinking — the fourth in less than a week, and not the deadliest — was covered with equal horror and attention as all the other drownings.
In Hungary, tabloid newspaper Blikk had a large back-page spread including a small photo of Aylan's body being carried by a rescuer and a close-up of the latest disaster. One of the headlines reads: "No one learned from little Aylan's tragedy."
On Hungarian news website origo.hu, several of the comments from readers blamed the parents for the drownings, saying they were irresponsible for undertaking unsafe journeys.
Some media weighed whether to show the latest images at all. One Hungarian newspaper warned the picture could have a harmful effect on children.
The Italian navy, after a boat capsized last year with about 800 migrants trapped inside, refused to allow or distribute any images of the dead out of respect for their memory.
Fleming argues that in Aylan's case, "The best thing to honor his death was to have this outpouring of compassion and this outpouring of people taking to the streets and demanding their governments to do more."
The boy's aunt agrees. Choking with indignation after seeing the new photos, Tima Kurdi said, "Now, another boy and another boy and another boy are drowned. I just want to hug the mother of that child."
"I can't even understand what's going on," she said from her hair salon in Port Coquitlam in British Columbia. "The war needs to stop now."

Controversial Danish migrant search law comes into force

Quote
A controversial Danish law allowing police to seize valuables from refugees came into force on Friday, with the government's guidelines to police exempting wedding and engagement rings from the searches.
Other items of sentimental value will be excluded if they are "associated with a particular personal story that means the object cannot be replaced by another one," the integration ministry said in the document.
Before any search, migrants will be asked to hand over any cash or valuables they had brought with them.
"The inspection can be performed by patting and feeling the foreigner's clothes and checking their pockets," the ministry said.
Police were allowed to undo the upper buttons of a shirt and roll up a person's sleeves, but "undressing or entry into the human body" was off limits, it said.
"Police can look through and investigate bags and suitcases... (and) bags and suitcases can be emptied for the purpose of inspection of the contents," it said.
The head of Denmark's police union, Claus Oxfeldt, said he didn't think the result of the searches would be "extensive".
"We are to pat people down like when we make arrests (and) ensure that people do not carry weapons," he told news agency Ritzau.
"I cannot imagine that there will be a lot of jewellery that we will confiscate," he added.
Danish lawmakers last month adopted the new rules as part of a package of reforms aimed at dissuading migrants from seeking asylum in the country, which included delaying family reunifications for some refugees by three years.
Critics likened the proposals to the confiscation of gold and other valuables from Jews by the Nazis during the Holocaust.
After thorny negotiations with the other parties, Copenhagen's minority right-wing government agreed to exempt wedding rings and other items of sentimental value from the searches.
It also raised the limit for how much cash a migrant can keep, as well as the value of any individual item they can keep, to 10,000 kroner (1,340 euros, $1,450) from the initial 3,000 kroner proposed.
Prime Minister Lars Lokke Rasmussen has defended it as "the most misunderstood bill in Denmark's history", emphasising that Danes seeking to qualify for social benefits sometimes also have to sell their valuables.
Home to 5.6 million people, Denmark registered 21,000 asylum applications in 2015, making it one of the top EU destinations per capita for migrants after Finland, Austria, Germany and Sweden.

Prosecutor: Most Cologne New Year's suspects are refugees

Quote
BERLIN (AP) — Most of the suspects identified in connection with a series of robberies and sexual assaults in Cologne during New Year's celebrations are refugees, prosecutors said Monday.
The crimes, described as unprecedented by authorities, sparked uproar in Germany and a heated debate about the country's ability to integrate almost 1.1 million people who sought asylum there last year.
Cologne prosecutor Ulrich Bremer said 73 suspects have been identified so far — most of them from North Africa. A total of 1,075 criminal complaints have been filed, including 467 alleging crimes of a sexual nature ranging from insults to rape.
"The overwhelming majority of persons fall into the general category of refugees," Bremer told The Associated Press, saying recent reports describing only three of the suspects as refugees were "total nonsense."
Initially, authorities in Cologne were accused of downplaying the fact that the attackers included many asylum-seekers because of the political sensitivity of the issue.
The suspects included 30 Moroccan nationals, 27 Algerians, four Iraqis, three Germans, three Syrians, three Tunisians, and one each from Libya, Iran and Montenegro, Bremer said.
"They have various legal statuses, including illegal entry, asylum-seekers and asylum applicants," he said of the foreign suspects. "That covers the overwhelming majority of suspects."
Twelve of the 73 suspects are linked to sexual crimes, though only one of those — a Moroccan asylum-seeker who entered Germany in November — is in custody, he said.

Cologne rapists WERE refugees: Prosecutor slams reports exonerating migrants as 'nonsense'

Quote
Furious lawyer Ulrich Bremer blasted stories which emerged earlier today claiming that just three of the men linked to the horrific sex attacks were refugees.
The reports were circulated online by supporters of mass migration including a senior official at the United Nations (UN).

Instead an angry Mr Bremer revealed that the "overwhelming majority" of those men suspected of robbing and raping women during a mass sex attack in the German cathedral city "fall into the general category of refugees".
The bitter row comes at a particularly fraught time for Germany, which is being ripped apart by divisions over Angela Merkel's controversial open door asylum policy.

Around 1,000 migrant men attacked women on New Year's Eve
The police have been heavily criticised over their handling of the crisis
German media and authorities were initially accused of trying to cover up the Cologne attacks after it emerged they had deliberately tried to withhold the ethnicity of the alleged perpetrators.
The city's chief of police was unceremoniously sacked for his shocking incompetence in handling the crisis after it emerged that officers had stood by for more than four hours before intervening to help the desperate women being attacked.
The shocking incident - along with the November Paris attacks - has also been credited with turning the tide of public opinion against migrants across Europe, with far-right groups making big gains on the back of anti-refugee rhetoric.
So it was with relief that supporters of mass migration leapt upon an interview with Mr Bremer in respected German newspaper Die Welt, which they claimed showed that just three of the 58 suspects arrested in connection with the Cologne attacks were refugees.
Police stand guard in Cologne's cathedral squareGETTY
The attacks horrified Germany and turned public opinion against mass migration
Angela MerkelGETTY
They led to calls for a rethink of Angela Merkel's open door asylum policy
But today the furious prosecutor shot back, insisting his remarks were taken badly out of context and twisted to fit a pro-refugee narrative.
He blasted: "The overwhelming majority of persons fall into the general category of refugees.
"They have various legal statuses, including illegal entry, asylum-seekers and asylum applicants. That covers the overwhelming majority of suspects."
The confusion appears to have arisen because certain news outlets and campaigners were working on the basis that only people from Iraq and Syria count as refugees.

But Germany has also received huge numbers of predominantly young men from north African countries over the last year, with many Moroccans, Algerians and Tunisians being accused of taking advantage of chaos caused by the Syrian civil war to travel to Europe to establish new lives.
Today Mr Bremer said that 73 suspects have been identified so far in relation to the Cologne attacks, with most of them coming from North Africa.
He added that a total of 1,075 criminal complaints have been filed, including 467 alleging crimes of a sexual nature ranging from insults to rape.
The suspects included 30 Moroccan nationals, 27 Algerians, four Iraqis, three Germans, three Syrians, three Tunisians, and one each from Libya, Iran and Montenegro.
Twelve of those 73 suspects are linked to sexual crimes, though only one of those - a Moroccan asylum-seeker who entered Germany in November - is in custody.
The latest row comes as the deputy-leader of the far-right group Pegida gave a controversial interview in which she said migrants trying to enter Germany should be shot.
Tatjana Festerling claimed that Muslim migrants entering Europe are waging "sex jihad" against Western women and urged people to "grab our pitchforks and fight the Islamisation of Europe".

Iraqi migrants return after Europe disappoints

QuoteSULAIMANIYAH, Iraq (AP) — Surkaw Omar and Rebien Abdullah quit their jobs and spent their life savings to migrate to Europe, only to find crowded asylum camps, hunger and freezing weather. Now back home in northern Iraq, they describe their quest for a better life as a disaster.
Many of the hundreds of thousands of people heading to Europe have no choice but to brave such hardships because they are refugees from places gripped by war, where their lives are in danger. But Omar and Abdullah come from Iraq's northern Kurdish region, which has been largely spared from fighting with the Islamic State group.
They each spent some $8,000 on the trip, much of it on smugglers, only to get stuck in asylum-seekers' camps in Germany and Sweden for months on end, where they say they were given very little food or money.
"It was very bad," Omar, 25, said of the German camp. "Honestly, we were starving there. We ran away because of hunger. They gave us only cheese and tea, and our weekly allowance was 30 euros."
They decided to try their luck in Sweden instead, but that didn't work either.
"When we arrived there, it was winter. It was freezing. They put me in a room with three Syrians. I couldn't speak Arabic and they couldn't speak Kurdish. We were communicating like deaf people," Omar said. After trying Germany one more time, they gave up.
"We said to each other, let's go home. It's better than anywhere else," he said.
They are among what experts say is a growing number of migrants who are returning home because of the difficulty of finding housing and employment in Europe.
Some 70,000 Iraqis joined the tide of refugees and migrants seeking a better life in Europe last year, according to the Geneva-based International Organization for Migration. The Iraqi Refugees Federation, a local NGO, says the number may be twice as high, with some 40,000 coming from the Kurdish region.
But as winter set in last year, the number of people applying for repatriation with the IOM began to grow, from 100 people a month since the start of the year to 350 in September, 761 in October and 831 in January 2016.
"It is very hard to know what the total numbers are because many of them are returning independently and they blend in with other travelers," said Sandra Black, the Iraq communications officer for the IOM. "But the numbers are significantly increasing."
That may come as welcome news to European countries that have opened their doors to refugees fleeing conflict but say economic migrants should stay where they are. It's also an indication of the mounting difficulties refugees face in Germany and Sweden, which together took in more than a million migrants last year.
"They come back for lack of hope for getting residency in Europe, lack of job opportunities, slow family reunification, and for not finding the housing and living opportunities that they were hoping for," Black said.
"The increasing number of arrivals has created massive pressures on the immigration system in Europe. Applications take longer, and so some of them give up."
Maurizio Albahari, an anthropology professor at Notre Dame University who studies migration to Europe, said a number of European countries are "actively seeking to discourage asylum-seekers from staying, at least indirectly."
He said they do so by making family reunification a more lengthy and difficult process and by having long processing times for newly arrived asylum-seekers.
Of the 4,305 Iraqis who received IOM assistance to return in all of 2015 and January 2016, a third returned to the Kurdish region. The largely autonomous region is safe, and itself has been a major destination for refugees. But the war, along with plunging oil prices, has taken a heavy toll on the local economy.
Omar had worked as a day laborer in restaurants and supermarkets, while Abdullah had driven a taxi, which he sold to help finance his trip. They say their decision to migrate was mainly driven by peer pressure.
"I saw that everybody was leaving and they were saying, 'It's like this and that (in Europe).' But when I went there it wasn't like that at all," Omar said.
"Life in Europe is really hard," Abdullah said. "You have to wait. And we couldn't wait. We couldn't wait because we were so attached and loyal to our land, our families, to our mothers and relatives. And honestly, Europe and a residency card are not worth leaving your family and risking your life for."Soran Omar, head of the human rights committee in the Kurdish regional parliament, said their experience is not uncommon.
"We told the deputy speaker of the German parliament, who was here recently, that even the people displaced from Fallujah and Ramadi were living in better conditions here in Kurdistan than the refugees in Germany now," he said.
But he said the greater exodus from the region shows no sign of slowing down.
"A lot of people may be coming back. But the opposite current is much, much bigger," he said. "People here have nothing to lose. We think this year will be the year of migration."

Europe effectively shuts its borders, stranding thousands

Quote

IDOMENI, Greece (AP) — After welcoming hundreds of thousands of people into its heartland, Europe seems to be finally closing its doors.
The thousands of people massing at Greece's northern border are incredulous they won't be allowed onward to its prosperous countries, but after a year of dithering European leaders seem resolved now to keep all but a select few from going any further.
"This is horrible, unbelievable, unbearable. There is war in my country, and they are closing the border," said Mahmoud Hassan, a 23-year-old Syrian. "Where are we supposed to go? Please if you can do anything — help us. The situation is very, very terrible."
A relentless rain Wednesday after an overnight thunderstorm added to the misery in the overflowing camp at Idomeni, which now consists of thousands of small camping tents set up in nearby fields and along railway tracks.
The camp turned into a sodden, muddy mess, with refugees huddling in tents and under ponchos handed out by volunteers to ward off the worst of the wet and cold. Parents covered their children with whatever they could, sometimes resorting to plastic bags. In the brief intervals in the rain, long lines formed in the mud for sandwiches, tea and soup.
A lucky few managed to set up their tents on the train station platform, whose awning provides some shelter, while others slept in disused train carriages.
EU and Turkish leaders agreed at a summit Monday to the broad outlines of a deal that would essentially outsource Europe's refugee emergency. They said people arriving in Greece having fled war or poverty would be sent back to Turkey unless they apply for asylum. For every migrant sent back, the EU would take in one Syrian refugee, thus trying to prevent the need for people to set out on dangerous sea journeys, often arranged by unscrupulous smugglers.
But Greece has a notoriously slow asylum process, and a crippling six-year financial crisis that has left unemployment at about 25 percent. Few of those stuck in Idomeni could envisage a future in Greece as a viable option.
"Greece is a poor country, for us and for (its) people," said 17-year-old Ahmed Merza from Syria's Qamishli, who had been in the camp for eight days. "I don't know anything. It's bad news for us, like a bomb."
Shortly after the summit, countries along the Balkan route decided to allow through only people with valid EU visas and nobody has crossed through the gate in the razor wire-reinforced fence in Idomeni since 6 a.m. Monday.
For the nearly 14,000 people in and around the camp, the news about the border closures was a crushing blow, with many just unable to fathom how Europe could turn away people fleeing war. A few dozen sat on the railway tracks in protest — a frequent occurrence in the camp, where refugees occasionally try to block the passage of freight trains to press their point.
"We're not here to stay. We are here to pass only," said Sami Yanes, a 24-year-old information technology student from the Syrian capital of Damascus hoping to continue his studies in Germany.
"We are going to keep protesting and keep doing what we are doing until they know we are human beings and we deserve simple human rights," he said as he sat on the tracks in the pouring rain after seven nights spent in the camp.
"This is my path," he said, indicating the railroad leading into Macedonia. "I'm going to stay here until my path is open."
But the rapidly deteriorating conditions in the camp, where the sound of men, women and children coughing is as ubiquitous as the sight of people trying to start camp fires with sodden logs and branches ripped from nearby trees, was too much for some.
Several buses headed for refugee camps in and around Athens departed from Idomeni on Tuesday and Wednesday, carrying those who could no longer bear the mud, rain, cold and scant food that require hours-long waits in queues.
Some were hesitant, however, to get on buses without knowing what they would find on the other side.
Tariq Mohammed, a 27-year-old from Aleppo travelling with his wife and daughters, aged 5 and 2, was one of them.
"I don't know what will happen to us," he said, standing in the rising mud near his tent as water dripped off the hood of his donated green poncho.Mohammed said both his children had fallen very sick, as had his wife. The doctor had given them antibiotics, but in such conditions he worried about how they would recover their health.
"Last night in the rain, my tent was swimming in water," he said.
Although most people say they want to go to Germany, which they see as a welcoming country, Mohammed said he would happily go to any European country that would take in his family. Staying in Greece wasn't an option because there was no work, he said.
"I need to work, to have a life for my children and family," he said, the desperation visible on his face. "You need life."
He left Aleppo a month ago, where the conditions were incredibly dangerous. "There are bombs everywhere, war everywhere," he said, describing a city where children as young as 10 have been recruited to fight and tote guns in the street.
For now, he plans to remain put in the sodden field by the railway tracks in Idomeni.
"I will wait for the border to open," he said. "I can't go back to Turkey, can't go back to Syria. I am here. Where to go?"

Padaš sve niže i niže
