Jelena Mizulina, poslanica ruske Dume, koju pamtimo po uspešnom predlaganju zakona kojim se zabranjuje, jelte, gej propaganda spram nejači (Zakon o zaštiti dece) sada je smislila novi amandman na isti zakon o kome će, cenim, Duma uskoro raspravljati (u tekstu koji linkujem piše da se rasprava očekivala prekjuče, ne znam je li se i desila). Svrha ovog amandmana je da se reguliše psovanje na Internetu. Naime, po odrednicama tog amandmana, stranice na društvenim mrežama i sličnim sajtovima na kojima ima mnogo psovki a koje se ne uklone same posle 24 sata će biti "blokirane", pretpostavljam na nivou provajdera.

"I have not seen anything like this in our laws. Foul language is obscene vocabulary, which is not common to use in communication and in business relations. When people express their thoughts or emotions with the use of profanity, many are offended by it. Obscene lexicon is equated to disorderly conduct, there is an appropriate article in the Code of Administrative Offences.
"The scientific and technological progress is advancing, people communicate not only in the real world, but also in the virtual world. Children and students often use the Internet. For some, the Internet is a half of their life. So, it's time to initiate and adopt such amendments. I think the idea of deputy Mizulina is relevant and timely.
"Obscene language offends both children and adults. A ban on its use is not an infringement of human rights. This is a direction towards a civilized lifestyle. If we do not use foul language in real life, then why do we use it on the Internet? Deputy Mizulina calls to protect vulnerable layers of the population - particularly children. I think that this initiative should be supported," the lawyer told Pravda.Ru.

A zašto svaku kritiku Rusije koristiš da je pordiš sa nečim lošim u SAD?
Rusija ima samo 2, a SAD 4,5 % ljudi na Zemlji.
Šta je sa ostalih 93,5 % planete?

Evo Brazil nije proglobalistički već vrlo kritičan, a ipak ima recimo gej brakove.
Urugvaj ima i gej brakove i legalnu marihuanu.
Takođe kritičan prema zapadu. Tu je još i Argentina, pa Južna Afrika u sličnom fazonu.

Kult ljudskih prava može lepo da se neguje i u sredinama koje su u kontri od zapada
i Južna Amerika je veoma dobar primer.

A što se tiče toga da bi neke zemlje da kažnjavaju izdajnika državnih tajni,
pa to isto radi i ova zemlja.
Bio sam u vojsci i sećam se svih onih zakletvi i pretnji o odavanju državne tajne.
Dok sam bio na straži dobio sam naređenje da nikome ne smem da odajem šta čuvam konkretno inače kazna,
a kamoli da odajem koga država prisluškuje (a svaka država prisluškuje).
Retko koja zemlja bi tipa ko je toliko bruka i odaje propustila tek tako.
U himni Jugoslavije ne stoji džabe stih ,,Proklet da je izdajica svoje domovine''.
Naši Snoudeni i u Titovo vreme a i sad prošli bi vrlo loše.
Ne kažem da tako treba, ali ne znam nijedan primer drugačije države.
Koja će zemlja reći Bravo, onom što joj oda najveće tajne celom svetu?

Russia Issues Travel Warning to Its Citizens About United States and Extradition

MOSCOW — Countries often issue travel advisories warning citizens of danger abroad: war, for instance, or a terrorist threat or an outbreak of disease. The Russian Foreign Ministry posted advice of a somewhat different nature on Monday, cautioning people wanted by the United States not to visit nations that have an extradition treaty with it.



"Warning for Russian citizens traveling internationally," the Foreign Ministry bulletin said. "Recently, detentions of Russian citizens in various countries, at the request of American law enforcement, have become more frequent — with the goal of extradition and legal prosecution in the United States."       
Citing examples in Costa Rica, the Dominican Republic, Lithuania and Spain, the Foreign Ministry said, "Experience shows that the judicial proceedings against those who were in fact kidnapped and taken to the U.S. are of a biased character, based on shaky evidence, and clearly tilted toward conviction."       
Extradition has frequently been a contentious issue between Russia and the United States, but the disagreements have been particularly sharp in recent months over the case of Edward J. Snowden, the former intelligence contractor who is wanted on criminal espionage charges but has been granted temporary asylum in Russia.       
In response to the demands by the Obama administration for Mr. Snowden's return, Russian officials have said the United States has routinely ignored extradition requests from Russia. Russia has also complained about the arrests of Russian citizens by the United States or by other countries at the Americans' request.       
In late July, a spokeswoman for the Russian Foreign Ministry, Maria Zakharova, criticized the arrest in the Dominican Republic of Aleksandr Panin, a Russian citizen wanted by the United States on charges related to cybercrimes.       
Ms. Zakharova said Russia considered such arrests "a vicious trend, absolutely unacceptable and inadmissible." She said the Russian government demanded that the United States request the arrest of Russian citizens directly from Moscow, under a 1999 treaty on assistance in criminal matters.       
There is no formal extradition treaty between Russia and the United States. Russian officials cited the lack of such an agreement as a main reason they could not forcibly return Mr. Snowden from the transit zone of Sheremetyevo Airport in Moscow, where he lived for more than a month until his temporary asylum request was approved.       
Russia has often accused the United States of overstepping and potentially violating international law in its treatment of Russian citizens accused of crimes. It bridled over the handling of Viktor Bout, an international arms dealer who was arrested in Thailand in 2008 and was extradited to the United States, convicted in federal court and jailed in a federal prison.       
The United States has said that Mr. Bout's arrest and extradition by the Thai government were legal, and that other cases have also been handled in accordance with international law.       
Besides the case of Mr. Panin, the Foreign Ministry's travel advisory mentioned Maksim Chukharayev, who was arrested in Costa Rica in May in an investigation into a huge money-laundering operation, and Dmitry Ustinov, arrested in April in Lithuania and accused of smuggling American-made night-vision goggles to Russia for resale.
The Foreign Ministry said Russian citizens could not expect to be treated fairly in the American justice system. "Russian embassies and consulates general logically give consular and legal help to Russians in trouble," the Foreign Ministry said.       
"However," it added, "one should not count on a successful outcome in such cases."

Ruska akademija nauka je na najboljem putu da izgubi autonomiju i bude preuzeta od strane novoosnovane savezne agencije koja je direktno pod predsednikovom kontrolom. Russia's lower house of parliament, the State Duma, approved controversial reforms to the Russian Academy of Sciences (RAS) on 18 September. More than 330 members of the Duma voted in favour of the law, with only 107 against, in a move critics say will deprive the 289-year-old body of its independence and halt attempts to revitalize Russia's struggling science system.
                                                           
If, as is widely expected, the parliament's upper house and Russian President Vladimir Putin approve the law, the 436 institutes and 45,000 research staff of Russia's primary basic-research organization will be managed by a newly established federal agency that reports directly to Putin. The agency will manage the academy's 60-billion-rouble (US$1.9-billion) budget and extensive property portfolio, which includes lucrative sites in Moscow and St Petersburg, and will also have a say in the appointment of institute directors.
                                                           
Outside the Duma building during the vote, a group of outraged scientists protested the unpopular changes, which were first proposed in June without prior consultation of the RAS leadership.
                                                           
They said that a number of amendments adopted in yesterday's third reading — for example, that the Siberian, Ural and the Far Eastern branches of the RAS will remain under the academy's jurisdiction, and a slight dilution of government interference compared with the initial bill — do little to avert harm to Russian science.
                                                           
"This is not a reform — this is a liquidation of science in Russia," says Alexander Kuleshov, director of the academy's Institute for Information Transmission Problems in Moscow.

Since 1991, the academy has lost much of its former glory owing to a sharp decline in state funding after the demise of the Soviet Union. The increasing inefficiency of the RAS and its obstinate reluctance to adopt organizational changes has prompted the Russian government to focus science spending on universities, national research centres, public–private research partnerships such as Rusnano, a multibillion-rouble nanotechnology initiative, and the planned Skolkovo science-and-technology city outside Moscow.
                                                           
The academy leadership, and many Russian scientists, agree that changes are urgently needed. But they fear that transferring control of basic science to the government is counterproductive.
                                                           
"The changes are pointless and ill-conceived," says Mikhail Gelfand, deputy director of the Institute for Information Transmission Problems. "The new managers have no knowledge of science. Nobody in the government has any idea of how science will work in the transition period and how long that period may last," he says. "We can certainly expect a lot of chaos, whereas the real problems remain untackled."
                                                           
Over the past few weeks, there have been heated discussions about the future of the academy between the RAS leadership and formal and informal groups of Russian scientists. Suggestions have included conducting an external review of RAS institutes, and the creation of a grant-based funding system that would reward merit over experience. A personal meeting in August between RAS president Vladimir Fortov and Putin had raised hopes for a more science-friendly reform — but these have failed to materialize.

Athletes and spectators attending the Winter Olympics in Sochi in February will face some of the most invasive and systematic spying and surveillance in the history of the Games, documents shared with the Guardian show.
Russia's powerful FSB security service plans to ensure that no communication by competitors or spectators goes unmonitored during the event, according to a dossier compiled by a team of Russian investigative journalists looking into preparations for the 2014 Games.
In a ceremony on Red Square on Sunday afternoon, the president, Vladimir Putin, held the Olympic flame aloft and sent it on its epic journey around the country, saying Russia and its people had always been imbued with the qualities of "openness and friendship", making Sochi the perfect destination for the Olympics.
But  government procurement documents and tenders from Russian communication companies indicate that newly installed telephone and internet spying capabilities will give the FSB free rein to intercept any telephony or data traffic and even track the use of sensitive words or phrases mentioned in emails, webchats and on social media.
The journalists, Andrei Soldatov and Irina Borogan, who are experts on the Russian security services, collated dozens of open source technical documents published on the Zakupki government procurement agency website, as well as public records of government oversight agencies. They found that major amendments have been made to telephone and Wi-Fi networks in the Black Sea resort to ensure extensive and all-permeating monitoring and filtering of all traffic, using Sorm, Russia's system for intercepting phone and internet communications.




The Sorm system is being modernised across Russia, but particular attention has been paid to Sochi given the large number of foreign visitors expected next year. Technical specifications set out by the Russian state telecoms agency also show that a controversial technology known as deep packet inspection, which allows intelligence agencies to filter users by particular keywords, is being installed across Russia's networks, and is required to be compatible with the Sorm system.
"For example you can use the keyword Navalny, and work out which people in a particular region are using the word Navalny," says Soldatov, referring to Alexei Navalny, Russia's best-known opposition politician. "Then, those people can be tracked further."
Ron Deibert, a professor at the University of Toronto and  director of Citizen Lab, which co-operated with the Sochi research, describes the Sorm amendments as "Prism on steroids", referring to the programme used by the NSA in the US and revealed to the Guardian by the whistleblower Edward Snowden. "The scope and scale of Russian surveillance are similar to the disclosures about the US programme but there are subtle differences to the regulations," says Deibert. "We know from Snowden's disclosures that many of the checks were weak or sidestepped in the US, but in the Russian system permanent access for Sorm is a requirement of building the infrastructure."
"Even as recently as the Beijing Olympics, the sophistication of surveillance and tracking capabilities were nowhere near where they are today."
Gus Hosein, executive director of Privacy International, which also co-operated with the research, said: "Since 2008, more people are travelling with smartphones with far more data than back then, so there is more to spy on."
Wary of Sorm's capabilities, earlier this year a leaflet from the US state department's bureau of diplomatic security warned anyone travelling to the Games to be extremely cautious with communications.
"Business travellers should be particularly aware that trade secrets, negotiating positions, and other sensitive information may be taken and shared with competitors, counterparts, and/or Russian regulatory and legal entities," the document reads.  The advice contains an extraordinary list of precautions for visitors who wish to ensure safe communications, such as removing batteries from phones when not in use and only travelling with "clean" devices.
Soldatov and Borogan have discovered that the FSB has been working since 2010 to upgrade the Sorm system to ensure it can cope with the extra traffic during the Games. All telephone and ISP providers have to install Sorm boxes in their technology by law, and once installed, the FSB can access data without the provider ever knowing, meaning every phone call or internet communication can be logged. Although the FSB technically requires a warrant to intercept a communication, it is not obliged to show it to anyone.
Tellingly, the FSB has appointed one of its top counterintelligence chiefs, Oleg Syromolotov, to be in charge at Sochi: security will thus be overseen by someone who has spent his career chasing foreign spies rather than terrorists.
Another target may well be gay rights, likely to be one of the biggest issues of the Games. Putin has said that competitors who wear rainbow pins, for example, will not be arrested under the country's controversial new law that bans "homosexual propaganda". However, it is likely that any attempts to stage any kind of rally or gathering to support gay rights will be ruthlessly broken up by police, as has been the case on numerous occasions in Russian cities in the past. Using DPI, Russian authorities will be able to identify, tag and follow all visitors to the Olympics, both Russian and foreign, who are discussing gay issues, and possibly planning to organise protests.
"Athletes may have particular political views, or they may be openly gay," says Deibert. "I think given recent developments in Russia, we have to be worried about these issues."
At a rare FSB press conference this week, an official, Alexei Lavrishchev, denied security and surveillance at the Games would be excessive, and said that the London Olympics featured far more intrusive measures. "There, they even put CCTV cameras in, excuse me for saying it, the toilets," said Lavrishchev. "We are not taking this kind of measure."
The FSB did not respond to a request for comment from the Guardian, while a spokesperson for the Sochi Olympics referred all requests to the security services. But Russian authorities often express a belief that NGOs working on human rights and other issues have subversive agendas dictated from abroad, and the FSB apparently feels that with so many potentially dangerous foreigners descending on the Black Sea resort for the Olympics, it has a duty to keep an eye on them.
In the end, the goal is overarching, but simple, says Soldatov: "Russian authorities want to make sure that every connection and every move made online in Sochi during the Olympics will be absolutely transparent to the secret services of the country."

Da se razumemo, Srbija koja je odmah druga po redu iza Rusije po broju abortusa u Europi  će brzo doći i sama pred debatu o tome da li abortuse treba nekako zakonski ograničavati. Ovde treba imati na umu dve stvari: 1) ginekolozi zarađuju od abortusa MNOGO više nego od prepisivanja kontracepcije, ovo je sistemski problem koji zahteva sistemsko rešenje (za ponuđeno rešenje - da se prepisivanje kontracepcije, kao u mnogim zemljama koje su uspešno smanjile stopu abortusa, spusti na nivo opšte prakse mi je prošle nedelje u ministarstvu zdravlja rečeno da ne dolazi u obzir "jer kuda bismo onda sa ovolikim ginekolozima u primarnoj zdravstvenoj nezi?") i 2) svako ograničenje postojećeg prava na abortus ne smanjuje stopu abortusa, samo smanjuje stopu registrovanih abortusa izvedenih u sterilnim i bezbednim uslovima.

E, sad, kako se reklamiraju abortusi u Rusiji nemam pojma, ali slutim da Rusija ima sličan problem u domenu toga da postoji jak ginekološki, možda ne lobi ali sloj koji najviše zarađuje na abortusima pa onda nekakva zabrana reklamiranja abortusa deluje kao korak u pravom smeru. Osim što meni to sve deluje kao  tipično gromopucateljno rešenje koje zapravo ne rešava osnovni problem: nisku zdravstvenu kulturu koja kontracepciju ignoriše a abortus koristi kao sredstvo planiranja porodice, plus eventualno slabu dostupnost kontracepcije širokim slojevima stanovništva.

Mislim, mi smo već više puta vodili ovu diskusiju i svaki put ljudi smetnu sa uma ovo tvoje pod 2) pa pretpostavljam da će i sada...
