Terror Attack on Nice: At Least 80 Dead After Grenade-Filled Truck Plows Into Crowd, Officials Say

Quote
At least 80 people have died in the French city of Nice after a terrorist plowed a truck, which was "loaded with" grenades and other arms, into a large crowd during Bastille Day celebrations Thursday night, according to officials and the French president.
The incident left an "apocalyptic" scene, according to eyewitnesses, on the famed Promenade des Anglais, put the city on lockdown and drew swift condemnation from world leaders.
"On behalf of the American people, I condemn in the strongest terms what appears to be a horrific terrorist attack in Nice, France, which killed and wounded dozens of innocent citizens," President Obama said in a statement. "Our thoughts and prayers are with the families and other loved ones of those killed, and we wish a full recovery for the many wounded."
Secretary of State John Kerry said the U.S. Embassy in Paris was working to account for the welfare of U.S. citizens in Nice. The American consulate in Marseille said it was trying to "determine if any U.S. citizens were injured in the event."
The exact nature of the attack was unclear, but the Paris anti-terrorism prosecutor's office was put in charge of the investigation.
French President Francois Hollande extended the country's state of emergency for three months and were mobilizing reservists. He said it was unclear if the attacker had any accomplices.
Hollande also discussed the threat of "Islamist terrorism." "The terrorist nature of this attack cannot be denied," he said.
"France is horrified by what has just occurred - a monstrous act of using a truck to intentionally kill dozens of people celebrating 14th of July," Hollande said. "France is strong. France will always be stronger than the fanatics who want to strike France today."
Hollande slammed the attack on the national holiday.
"France was struck on the day of its National Day, the 14 of July, a symbol of freedom, liberty, human rights denied by these fanatics -- and France is obviously their target," he said.
"I would like to express on behalf of the nation our solidarity with the victims and with their families. All resources, all our means are being deployed in order to help the injured."
Christian Estrosi, president of the Nice region, told French TV that the motorist "fired on the crowd, according to the police who killed him" and said that "the truck was loaded with arms, loaded with grenades."
The truck was driven by someone who appeared to have "completely premeditated behavior," Estrosi said, adding that the attacker appears to "have used, while ramming his vehicle, a firearm through the window."
According to French Interior Minister Bernard Cazaneuve, 80 people have died, and numerous others were injured, including 18 in critical condition. He added that all demonstrations will be banned in Nice over the next few days.

Jimmy Ghazal, 39, a Lebanese man visiting Nice with his family, told ABC News that after the fireworks concluded, he heard people screaming and heard what sounded like gunshots. He saw people run to shelter.
Ghazal said he saw a big truck drive "through all the security."
"The kids thought it was part of the fireworks," he told ABC News. "We just told them it was part of the fireworks."

Video showed crowds of screaming people running through the streets in panic.

Kerry said in a statement, "Today's horrendous attack in Nice is an attack against innocent people on a day that celebrates Liberty, Equality, and Fraternity.
"On behalf of all Americans, and especially the great many with close ties to France, I offer our deepest condolences to the friends and family of those who were killed and our hopes for a speedy recovery to those who were injured.
"I was proud to stand alongside French leaders earlier today at Bastille Day celebrations in Paris, and the United States will continue to stand firmly with the French people during this time of tragedy. We will provide whatever support is needed."
Earlier Thursday, French President Francois Hollande had said France's state of emergency -- which has been in place since the Paris terror attacks in November -- would be lifted later this month.

Afghan teen killed after injuring passengers on German train

Quote
BERLIN (AP) — A teenage Afghan migrant armed with an ax and a knife attacked passengers aboard a regional train in southern Germany on Monday night, injuring four people before he was shot and killed by police as he fled, authorities said.
Wuerzburg police said on their Facebook page that three of the victims suffered serious injuries and one was slightly injured. Another 14 people were being treated for shock.
Bavaria's top security official, state Interior Minister Joachim Herrmann, told Germany's ARD television that the attacker had been identified as a 17-year-old Afghan.
German officials did not identify the victims, but Hong Kong's immigration department said in a statement Tuesday that among those injured in the attack were four members of a family of five from the southern Chinese city. The department said it is working to provide assistance to the family but did give not give details of their injuries.
Germany last year registered more than 1 million migrants entering the country, including more than 150,000 Afghans, but it was not immediately clear whether the suspect was among them or someone who had been in the country for a longer time.
Herrmann said initial information was that the suspect came to Germany as an unaccompanied minor and had lived in the Wuerzburg area for some time, initially at a refugee facility in the town of Ochsenfurt and more recently with a foster family.
He said authorities were still investigating the motive of the attack and were looking into reports that the suspect had yelled out "an exclamation" during the rampage. He was responding to reports that some witnesses had heard the suspect shout "Allahu Akbar" ("God Is Great") during the attack.
The train was on its way from the Bavarian town of Treuchtlingen to Wuerzburg, which is about 60 miles (100 kilometers) northwest of Nuremberg.

Commentary: Universal Basic Income May Sound Attractive But, If It Occurred, Would Likelier Increase Poverty Than Reduce It

QuoteAt first blush, universal basic income (UBI) seems a very attractive idea, especially to a progressive.  Yet it suffers from two serious problems.  First, the odds are very high that an effort to secure UBI would prove quixotic.  Second, and more disconcerting, any possibility of overcoming the formidable obstacles to UBI will almost certainly require a left-right coalition that has significant conservative support — and conservative support for UBI rests on an approach that would increase poverty, rather than reduce it.
The key issues related to UBI include what it would cost, how it would be paid for, and the risks it poses.  Let's take these one at a time. The CostThere are over 300 million Americans today.  Suppose UBI provided everyone with $10,000 a year.  That would cost more than $3 trillion a year — and $30 trillion to $40 trillion over ten years.
This single-year figure equals more than three-fourths of the entire yearly federal budget — and double the entire budget outside Social Security, Medicare, defense, and interest payments.  It's also equal to close to 100 percent of all tax revenue the federal government collects.
Or, consider UBI that gives everyone $5,000 a year.  That would provide income equal to about two-fifths of the poverty line for an individual (which is a projected $12,700 in 2016) and less than the poverty line for a family of four ($24,800).  But it would cost as much as the entire federal budget outside Social Security, Medicare, defense, and interest payments.Paying For ItWhere would the money to finance such a large expenditure come from?  That it would come mainly or entirely from new taxes isn't plausible.  We'll already need substantial new revenues in the coming decades to help keep Social Security and Medicare solvent and avoid large benefit cuts in them.  We'll need further tax increases to help repair a crumbling infrastructure that will otherwise impede economic growth.  And if we want to create more opportunity and reduce racial and other barriers and inequities, we'll also need to raise new revenues to invest more in areas like pre-school education, child care, college affordability, and revitalizing segregated inner-city communities.
A UBI that's financed primarily by tax increases would require the American people to accept a level of taxation that vastly exceeds anything in U.S. history.  It's hard to imagine that such a UBI would advance very far, especially given the tax increases we'll already need for Social Security, Medicare, infrastructure, and other needs. The RiskUBI's daunting financing challenges raise fundamental questions about its political feasibility, both now and in coming decades.  Proponents often speak of an emerging left-right coalition to support it.  But consider what UBI's supporters on the right advocate.  They generally propose UBI as a replacement for the current "welfare state."  That is, they would finance UBI by eliminating all or most programs for people with low or modest incomes.
Consider what that would mean.  If you take the dollars targeted on people in the bottom fifth or two-fifths of the population and convert them to universal payments to people all the way up the income scale, you're redistributing income upward.  That would increase poverty and inequality rather than reduce them.
Yet that's the platform on which the (limited) support for UBI on the right largely rests.  It entails abolishing programs from SNAP (food stamps), which largely eliminated the severe child malnutrition found in parts of the Southern "black belt" and Appalachia in the late 1960s, the Earned Income Tax Credit (EITC), Section 8 rental vouchers, Medicaid, Head Start, child care assistance, and many others.  These programs lift tens of millions of people, including millions of children, out of poverty each year and make tens of millions more less poor.
Some UBI proponents may argue that by ending current programs, we'd reap large administrative savings that we could convert into UBI payments.  But that's mistaken.  For the major means-tested programs — SNAP, Medicaid, the EITC, housing vouchers, Supplemental Security Income (SSI), and school meals — administrative costs consume only 1 to 9 percent of program resources, as a CBPP analysis explains.[1]  Their funding goes overwhelmingly to boost the incomes and purchasing power of low-income families.
Moreover, as the Roosevelt Institute's Mike Konczal has noted, eliminating Medicaid, SNAP, the EITC, housing vouchers, and the like would still leave you far short of what's needed to finance a meaningful UBI.[2]  Would we also end Pell Grants that help low-income students afford college?  Would we terminate support for children in foster care, for mental health, and for job training services?
Ed Dolan, who favors UBI, has calculated that we could finance it by using the proceeds from eliminating all means-tested programs outside health care — including Pell Grants, job training, Head Start, free school lunches, and the like, as well as refundable tax credits, SNAP, SSI, low-income housing programs, etc.  The result, Dolan found, would be an annual UBI of $1,582 per person, well below the level of support most low-income families (especially working-poor families with children) now receive.  The increase in poverty and hardship would be very large.[3]
That's why the risk is high that under any UBI that could conceivably gain traction politically, tens of millions of poor people would likely end up worse off.
To further understand the risks, consider how working-age adults who aren't working would fare.  In our political culture, there are formidable political obstacles to providing cash to working-age people who aren't employed, and it's unlikely that UBI could surmount them.  The nation's social insurance programs — Social Security, Medicare, and unemployment insurance — all go only to people with significant work records.  It's highly unlikely that policymakers would agree to make UBI cash payments of several thousand dollars to people who aren't elderly or disabled and aren't working.  (By contrast, there is political support for providing poor families that have no earnings with non-cash assistance such as SNAP, Medicaid, rental vouchers, Head Start, and the WIC nutrition program.)Universal vs. Means-Tested ProgramsSome UBI supporters stress that it would be universal.  One often hears that means-tested programs eventually get crushed politically while universal programs do well.  But the evidence doesn't support that belief.  While cash aid for poor people who aren't working has fared poorly politically, means-tested programs as a whole have done well.  Recent decades have witnessed large expansions of SNAP, Medicaid, the EITC, and other programs.
If anything, means-tested programs have fared somewhat better than universal programs in the last several decades.  Since 1980, policymakers in Washington and in a number of states have cut unemployment insurance, contributing to a substantial decline in the share of jobless Americans — now below 30 percent — who receive unemployment benefits.  In addition, the 1983 Social Security deal raised the program's retirement age from 65 to 67, ultimately generating a 14 percent benefit cut for all beneficiaries, regardless of the age at which someone begins drawing benefits.  Meanwhile, means-tested benefits overall have substantially expanded despite periodic attacks from the right.  The most recent expansion occurred in December when policymakers made permanent significant expansions of the EITC and the low-income part of the Child Tax Credit that were due to expire after 2017.
In recent decades, conservatives generally have been more willing to accept expansions of means-tested programs than universal ones, largely due to the substantially lower costs they carry (which means they exert less pressure on total government spending and taxes).
The record of recent decades thus points to an alternative course — pushing for steady incremental gains through available mechanisms, including means-tested programs, to provide as much of a floor as possible for Americans of lesser means.  In 1967, the safety net lifted out of poverty only 4 percent of Americans who would otherwise be poor.  Today, it lifts 42 percent of such people out of poverty, with programs like SNAP and the EITC playing crucial roles alongside Social Security.  A multi-pronged strategy — working to start phasing in the Child Tax Credit with the first dollar of a parent's earnings, substantially raising the minimum wage, extending affordable child care and rental assistance to many more families, enlarging SNAP benefits (as a new Hamilton Project paper proposes), and strengthening Social Security benefits for low-income workers — would substantially strengthen the income floors.  It would do so in ways that are far likelier than UBI to succeed politically and much less fraught with danger to the very people we most want to help.
Will the politics change radically?
While some UBI proponents argue that continued pressure on the middle class will make UBI politically feasible, I'm skeptical.  Economic pressure on the middle class will not alter UBI's daunting financing challenges.  In fact, more such pressure will likelier increase middle-class resistance to the massive tax increases required to secure UBI without increasing poverty.  And we shouldn't think that we can just get the resources solely or primarily by hitting people at the top.  Will we really tax the top 1 percent or top several percent enough to finance most or all of UBI — on top of the higher taxes we'll want the same group to pay to shoulder a substantial share of the burden of restoring Social Security solvency, repairing the infrastructure, and meeting other critical needs?  Increased pressure on the middle class is more likely to put UBI farther out of reach, unless it's financed heavily — as UBI supporters on the right favor — by shifting income and resources away from the poor.
To be sure, there is a possible exception:  a carbon tax that returns its proceeds to the public via a universal payment.  For a carbon tax to have any chance of enactment in the not-too-distant future, however, it almost certainly will have to allocate a substantial part of its proceeds to uses that are necessary to get the votes to enact it in the first place, such as relief for coal-producing states or regions.  There's also a powerful case for using some of the proceeds to greatly expand and accelerate research into alternative energy technologies; a carbon tax likely won't be sufficient by itself to arrest global warming.
Thus, the proceeds available from a carbon tax to finance universal payments would likely be significantly constrained.  If a carbon tax could pass, we might need to focus the proceeds available for these payments on low- and moderate-income families — so the payments would be adequate to offset the higher energy costs these families would face as a result of the tax — rather than extending the payments all the way up the income scale in universal fashion.ConclusionI greatly admire the commitment of UBI supporters who see it as a way to end poverty in America.  But for UBI to do that, it would have to:  (1) be large enough to raise people to the poverty line without ending Medicaid, child care assistance, assistance in meeting high rental costs, and the like (otherwise, out-of-pocket health, child care, and housing costs would push many people back into poverty); and (2) include among its recipients people who aren't currently working (and lack much of an earnings record), something no U.S. universal program does.  It also would have to be financed mainly by raising taxes layered on top of the large tax increases we'll already need — and will probably have to fight tough political battles to achieve — to avert large benefit cuts in Social Security and Medicare and meet other needs.
The chances that all this will come to pass — whether now or 10 to 20 years from now, a time when the baby-boomers will nearly all be retired and Social Security and Medicare costs will be much higher, placing greater pressure on the rest of the budget and on taxes — are extremely low.  Were we starting from scratch — and were our political culture more like Western Europe's — UBI might be a real possibility.  But that's not the world we live in.

'I Am German' Munich Gunman Shouts To Witness
QuoteA gunman apparently involved in the deadly attack on a Munich shopping centre told bystanders: "I am German".
In a video posted on Twitter, the man carrying a rifle can be heard insulting "Turks", shouting up to people filming him from a balcony.
There have been suggestions that the shooting, in which at least 10 people died, could have been a right-wing attack.
It comes on the anniversary of the mass murder by right-wing extremist Anders Behring Breivik in Norway.
Here is the transcript of the conversation between the gunman and someone on the balcony:
Balcony Man: "You f****** a****** you..."
Shooter: "Because of you I [unintelligible]..."
Balcony Man: "You *** you. you're a ****."
Shooter: "...and now I have to buy a gun to shoot you."
Balcony Man: "a gun - f*** off your head isn't on right."
Shooter and Balcony Man shouting at each other.
Balcony Man apparently to people filming: "He's got a gun here the guy has one."
Balcony Man: "F****** foreigners."
Balcony Man to someone else : "Ey! He's got a gun. He has loaded his gun! Get the cops here!"
Shooter: "I am German."
Balcony Man: "You're a **** is what you are."
Shooter: "Stop filming!"
Balcony Man: "A **** is what you are, what the f*** are you doing?"
Shooter: "Yeah what, I was born here!"
Balcony Man: "Yeah and what the f*** you think you're doing?"
Shooter: "I grew up here in the Hartz 4 (unemployment benefits in Germany) area.
Balcony Man and Shooter talk at same time (unintelligible).
Shooter says something about "Behandlung" which means "treatment".
Balcony Man says something like, "Yeah treatment is something for you."
Shooter: "I haven't done anything here for [unintelligible]. Just shut your f****** face man."
Balcony Man: "You **** you."
Balcony Man: "Hey! He's on the upper floor here [unintelligible]."
Filming man goes into cover, shooter starts firing.
Balcony Man calls him a "****" again.
Balcony Man shouts something at him about "shooting here" and Shooter replies multiple times, "Yeah, that's where you're right! Yeah you're right with that! Yeah you're right!"
Munich Gunman Was German-Iranian, Aged 18
QuotePolice say the Munich gunman was an 18-year-old German-Iranian who had been living in the city.   Munich police said the teenager's motive was "completely unclear".

:: LIVE: Children Among Injured
"The perpetrator was an 18-year-old German-Iranian from Munich," police chief Hubertus Andrae told reporters after the massacre.
He had lived in the city "for a while", Mr Andrae said. "The motive or explanation for this crime is completely unclear," the officer said.  Mr Andraes said that the body of the attacker was found about two and half hours after the shooting began. :: Transcript of Conversation With Witness   His identity was determined based on the evaluation of witness statements and closed circuit television. The body was found in a side street, not far from the shopping mall where much of the shooting happened. Police say the suspect was not known to authorities and officers were searching his apartment for clues.   Speculation about the gunman's motives ranged from a right-wing extremist attack to an assault inspired by Islamic State.   Some witnesses describe hearing him yelling anti-foreigner insults before opening fire outside the McDonald's restaurant, near to the mall.  In a later conversation with a witness, recorded on a mobile phone, the attacker said he is a German citizen.       Other media reported that the gunman had been bullied for "several years" and was seeking revenge. US intelligence officials said initial reports from their German counterparts indicated no apparent link between the suspect and Islamic State or other militant groups. Two others who fled the area quickly were investigated but had "nothing to do with the incident". Ten people, including the gunman, were killed.

Munich shooting: police say lone attacker is among the dead
Quote
The lone gunman who killed nine people and wounded a further 21 at a shopping center in Munich before shooting himself was an 18-year-old German of Iranian descent, police have said.
Munich police had declared a cautious "all-clear" Friday night following a mass shooting in the shopping centre. The attack sparked a manhunt that shut down the entire city, as security forces hunted for a number of suspected attackers.
However, police confirmed in a press conference that the shooter had acted alone, and was dead.
A 15-year-old girl was among the dead, and several injured youngsters have been admitted to children's hospitals in Munich, local media reported.
Police stopped trains, buses and trams, closed highways to private cars and ordered citizens to stay in their homes as they searched for suspected killers, as false rumours of fresh attacks sent panic through the city. The transport network was reopened following the all-clear.
One body found near the site of the shopping centre carnage appeared to be the gunman who killed himself, authorities said. They were using a bomb disposal robot to search the site for explosives and booby traps, a local reporter said.
The violence began just before 6pm, when a gunman opened fire at a McDonald's restaurant outside the Olympia shopping centre, near the site of the 1972 Munich Olympic Games.
Video apparently shot outside the restaurant showed passersby fleeing in terror as a gunman with a pistol surveyed the street then calmly and indiscriminately opened fire as terrified bystanders raced for cover.
The emergency services raced to the site within minutes, but the gunman had apparently vanished from the scene. Police feared there were several attackers searched across the city, and a painstaking operation was launched to secure the shopping mall where dozens of shoppers and workers were still thought to be hiding.
For several hours, as rumours about the number and location of attackers swept through Munich, and officers went slowly from store to store, there was a desperate vigil for loved ones trapped inside.
"My 23-year-old daughter was part of a group that locked themselves inside H&M to protect themselves. I spoke to her over the phone and she was crying, but then her battery ran out," said one father, weeping himself. He asked not to be named because of fears for his daughter.   Police give all clear and say 'high probability' attacker acted aloneGunman was 18-year-old German of Iranian descentWhat we know – and what we don't know – about the attack
Asked if this was a terror attack, a police spokesman said: "If a man with a gun in a shopping centre opens fire and eight people are dead, we have to work on the assumption that this was not a normal crime and was a terrorist act."
But officials stressed that they had no details on gunman's identity or motive.
"We're excluding nothing but there's no clarity at this stage, and we know nothing for sure," Peter Altmaier, one of Chancellor Angela Merkel's closest advisers, told local television.
She will convene a meeting of her security council, made up of senior ministers, on Saturday. He mentioned past examples of both Islamist and far-right violence. The attack comes on the fifth anniversary of Norwegian terrorist Anders Breivik's slaughter of 77 mostly young people.
Cansu Muyan, who lives near the Olympia shopping centre, said she had been inside the mall with her sister when the attack began. "I suddenly saw everyone running past. Then a shopkeeper told us all to leave as quickly as possible so we all started running as well," she said. Other witnesses reported hearing shots inside and outside the shopping mall, known locally as the OEZ. "I was shopping when I heard three shots, then we ran out and about 40 seconds later we heard five shots from outside," said Florian Horn, 33.
Staff in the mall were still in hiding more than an hour after the attack, an employee told Reuters by telephone. "Many shots were fired. I can't say how many, but it's been a lot," said the employee, who declined to be identified.
"All the people from outside came streaming into the store and I only saw one person on the ground who was so severely injured that he definitely didn't survive."
"I ran out, I was so afraid, and then some people brought me and several others into their garden and apartment where we found safety," said Jennifer Hartel, who had lost a shoe fleeing the attack and was still shaking three hours after the violence.
The horror of the bloodshed was followed by hours of uncertainty, as police raced to track down the gunman captured on video and up to two other reported attackers.
Police used a smartphone warning system, Katwarn, to urge people to stay at home, and took to social media to ask locals and journalists not to share photos or video of police action to avoid helping any suspects on the run.
Munich residents responded by sharing pictures of pets and other cuddly animals under hashtags also used for news of the attack, and offering those stranded in the city a place to stay.

Hospitals were on emergency alert with staff, including doctors, surgeons and nurses, called in to await any casualties.
Among the parts of the city to be evacuated was Munich central station. People were reported to have screamed and scrambled over railway platforms as the police ordered them to leave the station.
Germany's elite unit, its SAS equivalent GSG9, was flown in to support local security forces. Armed and masked but dressed otherwise unassumingly in T-shirts, trainers and shorts they were spotted in the vicinity of the local police who were on the scene within minutes of the first emergency call having been received.
It is the second attack in Bavaria in less than a week. Security forces have been on high alert after a teenage refugee attacked train passengers near the city of Würzburg with an axe and a knife, leaving two people in intensive care

Islamic State claimed responsibility for the train attack, but authorities have said the attacker was likely to have acted alone.
Flags will fly at half mast on official buildings across Germany on Saturday. The country's interior minister, Thomas de Maizière – currently flying back from New York, will head straight to Munich on Saturday morning to form his own impression of events.
While the city was in lockdown and armed elite police poised on rooftops at locations around Munich, some older Germans were forced to recall the days when the country was terrorised by urban guerilla movement the Baader-Meinhof gang or Red Army Faction (RAF), and the terror attack on the 1972 Olympic Games.
The Olympia shopping centre is near the site of those Games, which were overshadowed by a terrorist attack in which 11 Israeli sportsmen and a German policeman were killed after being taken hostage by Palestinian terrorists.
The Foreign Office issued an alert warning British citizens in Munich to follow the instructions of the authorities.

Speaking at the UN in New York, Boris Johnson, the foreign secretary, said: "Everybody is shocked and saddened by what has taken place. Our thoughts are very much with the victims, their families, with the people of Munich."
"If, as seems very likely, this is another terrorist incident, then I think it proves once again that we have a global phenomenon now and a global sickness that we have to tackle both at source – in the areas where the cancer is being incubated in the Middle East – and also of course around the world."

Munich gunman 'obsessed' with mass killings

The teenager who shot dead nine people in a gun rampage in Munich was "obsessed" with mass killers like Norwegian rightwing fanatic Anders Behring Breivik and had no links to the Islamic State group, police said Saturday.
Europe reacted in shock to the third attack on the continent in just over a week, after 18-year-old David Ali Sonboly went on a shooting spree at a shopping centre on Friday in what appears to have been a premeditated attack, before turning the gun on himself.
Officials said Sonboly, a German-Iranian student, had a history of mental illness.
Interior Minister Thomas de Maiziere said the teenager had likely hacked a girl's Facebook account and used it to lure victims to the McDonald's outlet where he began his rampage.
"There is absolutely no link to the Islamic State," Munich police chief Hubertus Andrae said, with prosecutors describing the assault as a "classic act by a deranged person".
Investigators see an "obvious link" between Friday's killings and Breivik's massacre of 77 people in Norway exactly five years earlier, Andrae added.
Chancellor Angela Merkel said Munich had suffered a "night of horror".
Most of the victims in Friday's attack were young people, with three aged just 14, police said.
Munich prosecutor Thomas Steinkraus-Koch said Sonboly had suffered depression, but voiced caution over reports he may have undergone psychiatric treatment.
The teenager had 300 rounds of ammunition in a rucksack when he targeted the busy Olympia shopping mall, just minutes away from the flat he shared with his family, according to authorities.
Police are investigating how he managed to obtain his weapon, a 9mm Glock pistol with a defaced serial number.
Germany's bestselling Bild newspaper pointed out that a Glock pistol was also among the firearms used by Breivik.
- 'Why?' -
In the grieving city of Munich, residents laid roses and lit candles in memory of the victims, with one placard bearing the simple plea: "Why?"
Sixteen people were wounded in the attack, three of them critically.
Survivors described terrifying scenes Friday as shoppers rushed from the area, some carrying children in their arms.
A video posted on social media appeared to show a man in black walking away from the McDonald's restaurant while firing a handgun as people fled screaming.
Other footage also emerged, apparently showing the gunman on a car park roof in a heated exchange with a man on a nearby balcony.
"I'm German, I was born here," the assailant replied after the man fired off a volley of swear words.
A police patrol shot and wounded Sonboly but he escaped before police found his body, after an operation to track down what had initially been thought to be up to three attackers.
- Quiet loner -
Neighbours said Sonboly was born to Iranian parents, a taxi driver father and a mother who worked at a department store. They arrived in Germany as asylum seekers in the late 1990s.
Of Shiite Muslim origin, Sonboly appears to have converted to Christianity, hence his first name David.
The family lived in the well-heeled Maxvorstadt neighbourhood in a tidy social housing block popular with immigrant families.
Neighbour Delfye Dalbi, 40, described Sonboly as a helpful young man who was "never bitter or angry", though others remembered a quiet loner.
A former classmate told Britain's ITV News that she had run into Sonboly just hours before the attack.
"He seemed like he was worried. He was weird. He didn't look at me. He usually looks at me and says hello," she said.
A police source cited by DPA news agency said he loved playing violent video games and was an admirer of the 17-year-old German who shot dead 15 people at his school near Stuttgart in 2009.
Andrae of the Munich police said the teenager had been obsessed with books and articles about mass killings "linked to maniacs".
De Maiziere told reporters that Sonboly had likely used a hacked Facebook account to lure people to the McDonald's branch, "offering them special reductions".
The casualties were mostly young, with three aged just 14 and two aged 15.
Most of the victims in Friday's attack were foreigners, including three Turkish nationals, three people from Kosovo and a Greek.
- Eiffel Tower lit up -
US President Barack Obama voiced staunch support for Washington's close ally Germany, while EU foreign policy chief Federica Mogherini said: "Europe stands united."
Europe has been on high alert for terrorism after a string of attacks in neighbouring France and Belgium claimed by IS.
The attack came just four days after a 17-year-old asylum seeker went on a rampage with an axe and a knife on a train in Bavaria, injuring five people.
It also came just over a week after a Tunisian used a truck to mow down 84 people after a Bastille Day fireworks display in Nice, the third major attack on French soil in the past 18 months.
The Eiffel Tower in Paris was lit up in the colours of the German flag late Saturday in tribute to the Munich victims.

QuoteBRITANSKA PREMIJERKA OTVARA PUT PEDOFILIJI: 'Pedofili mogu usvajati djecu'!

Pedofilski lanac u Velikoj Britaniji svima je poznat, i on nikada nije dovršen.

Syrian man carrying bomb dies in Germany; 12 injured

Quote
BERLIN (Reuters) - A 27-year-old Syrian man who had been denied asylum in Germany a year ago died on Sunday when a bomb he was carrying exploded outside a music festival in Ansbach, Germany, a Bavarian state official told a news conference, according to a website.
Bavaria Interior Minister Joachim Herrmann said the man had tried to commit suicide twice before. It was unclear if he had planned to commit suicide or "take others with him into death", the Nordbayern.de website reported. Twelve people were wounded in the attack.
Herrmann said the man, carrying a backpack, had apparently been denied entry to the Ansbach Open music festival shortly before the explosion, the website reported. More than 2,000 people were evacuated from the festival after the explosion, police said.
It was the fourth violent incident in Germany in a week and came as the country was still on edge after the killing of nine people by an 18-year-old Iranian-German gunman in Munich on Friday.
A large area around the site of the explosion, in the city of around 40,000 people, was still sealed off hours after it occurred outside a restaurant called Eugens Weinstube.
Three of the people injured were reported in serious condition.
Ansbach is home to a U.S. Army base and the 12th Combat Aviation Brigade. A spokesman at the base said the base had no information about the explosion.
Earlier on Sunday, a 21-year-old Syrian refugee was arrested after killing a pregnant woman and injured two other people in the southwestern city of Reutlingen, near Stuttgart.
That attack came after a refugee from Pakistan wielding an ax injured five people near Wuerzbuerg, also in southern Germany, before he was shot dead by police on July 18.
Police said neither Sunday's machete attack nor Friday's shooting in Munich bore any sign of connections with Islamic State or other militant groups.
Islamic State claimed responsibility for the July 18 ax attack in Germany. It also claimed responsibility for the July 14 attack in which a Tunisian man drove a truck into Bastille Day holiday crowds in the French city of Nice, killing 84 people.
